Gen. Mohamad Ahmed Al Dabi, commissioner for security arrangements for the Abuja Agreement, arrived to El Fasher yesterday. He will start today to make contacts with the movement of Minni Minawi to find out the reasons that led to the delay in the implementation of the peace agreement. The Abuja Agreement lapsed for years since its signing in May 2006, and the signatories agreed to a follow-up deal in October in El Fasher. The team led by Dabi said that the government is serious about enforcing provisions of the security arrangements with the movement of Minni Minawi.  The ex-rebel forces are supposed to be cantoned and integrated into the regular forces.

For its part, the Sudan Liberation Movement led by Minni Arko Minawi, launched a verbal attack on the National Congress and announced it would refuse to comply with the deal on the security arrangements. The group said in a statement stamped with the seal of Minawi that it would resist any attempt to disarm its forces. The statement pointed out the lack of any significant progress on implementing the Abuja Agreement over the past four years with regard to power and wealth-sharing, the Darfur-Darfur dialogue, and the security arrangements. The movement stated that what has been implemented from the agreement does not exceed 15%.
