Sudan’s former LJM rebels sign final security arrangements

The head of Unamid and Joint Chief Mediator for Darfur, Dr Mohamed Ibn Chambas, attended the signing ceremony of the final security arrangements between the Government of Sudan and the Liberation and Justice Movement (LJM), led by Dr Tijani Sese, on 20 November in Khartoum.  Ibn Chambas expressed his hope that the signing of the final security arrangements between the two parties, stipulated under the Doha Document for Peace in Darfur (DDPD), would constitute a significant step towards the implementation of the peace document. He also congratulated the Government of Sudan and the LJM for the commitment and flexibility, both sides have demonstrated during the negotiations.  “With this signing, a new chapter will begin for the LJM. The commencement of disarmament, demobilization and reintegration of their forces will offer new opportunities for many of their troops; whether this is to join the Government forces or to seek a civilian future. It is this future away from war that the DDPD was intended to secure.” The implementation of the security arrangements as agreed on in Doha, Qatar, in 2011 have been delayed for quite some time. In April, the Darfur Regional Authority (DRA), created within the framework of the DDPD and tasked with its implementation, declared that the security arrangements were delayed because the LJM was not able to discern the troops who joined the LJM before and after the signing of the peace agreement in 2011. The claims were dismissed by LJM soon after. Other sources claimed that the government was delaying its implementation.
