The match in Addis Ababa ended in a barren draw after regular time, in which both teams played hot-tempered and lost a man to red cards. Sudan's Atahir El Tahir found the back of the net in the 97th minute, but 10 minutes later Rwanda equalised, sending the match to penalties where Rwanda edged out Sudan 4-2.

Both sides were cautious for a good part of the match with only a few shots on target. Surprisingly, it was Sudan, who was the more adventurous side despite being one man down. But they did not manage to hang onto the slight advantage and concentration slipped in the 110th minute, allowing Jean Baptise Mugiraneza to level the score and send the match to post-match penalties.

The match ends Sudan's title run after they beat rival South Sudan in the quarterfinals 5-3 on penalties. Rwanda moves on to the finals to face defending champions Uganda.
