Draft peace deal gives Darfur rebels 2 ministerial posts

The peace document proposed by the Doha mediators grants considerable power-sharing measures to Darfur’s armed movements. Although the document includes, most notably, a provision granting the vice-presidency – soon to be vacated by Southern Sudan’s Salva Kiir Mayardit – to a Darfuri, it also allows the rebels to directly nominate two ministers.

The peace document proposed by the Doha mediators grants considerable power-sharing measures to Darfur’s armed movements. Although the document includes, most notably, a provision granting the vice-presidency – soon to be vacated by Southern Sudan’s Salva Kiir Mayardit – to a Darfuri, it also allows the rebels to directly nominate two ministers. The rebel-nominated ministers would hold new posts in the Council of Ministers while the five posts already held by Darfuris would be kept as such.

Top presidential assistants and advisors from Darfur would also be appointed in accordance with the ratio of the population as adjusted for the secession of the South in July 2011.

Four state minister posts already held by Darfuris would also be fixed for the region, besides which four more junior ministers would be added by nomination of the rebel factinos.

Mediators suggested that a compensation fund should be established to fix the damage that is estimated to be worth 300 million dollars. Each family returning home in Darfur, whether displaced or refugees, would receive 250 dollars to support the basic needs upon their return to help them in starting over again to earn a living.
