DRA ready to implement Peace Document in Darfur, funds available: Sese

The Chairman of the Darfur Regional Authority (DRA) Dr Tijani Sese reported on the implementation of the Doha Document for Peace in Darfur (DDPD) in El Fasher on Wednesday. Speaking in El Fasher, capital of North Darfur at the opening session of the second term of the state’s Legislative Council, Sese announced that the DDPD will be implemented according to the priorities identified since its inception: Achieving security and stability, return of refugees and displaced Darfuris, and Reconstruction, development, and “repair of the social fabric”. Sese stated that tribal fighting in Darfur is the greatest threat to security and stability, since the armed movements have become “less active”.“Grassroots conferences in all Darfur states and in Khartoum have been planned. For this aim an ad hoc committee will visit the five states. “The funds necessary for the security arrangements have become available, and time schedules for the implementation phase are now being set up.” The DRA authority will also hold a conference on the spread of arms in Darfur, in order to agree on the means to control its use. When complete disarmament has been achieved, “only the law enforcement apparatus will have the right to carry arms”. Sese reported that tenders will be requested concerning the provision of services to 176 of the 1,071 villages that fall under the Development Project. “Projects for the establishment of villages for voluntary returnees are nearing completion and expected to benefit hundreds of thousands of citizens. The State of Qatar will provide the basic services for these villages.” File photo: Abandoned village (Albert Gonzalez Farran/Unamid) Related:Plans to close Nyala camps and house South Darfur displaced in ‘model villages’ (5 November 2013) Non-signatory armed movements may join Darfur peace process: Sese (1 November 2013)DRA to register displaced and refugees for return, West Darfur returnees in need of aid (2 November 2013)Darfur displaced question value of ‘model villages’ (24 October 2013)
