The gap between the government and Justice and Equality Movement (JEM) widened over issues of basic freedoms and human rights, according to a rebel spokesman. The two sides are directly negotiating issues as part of the peace talks in Doha. JEM spokesman Jibril Bilal told Radio Dabanga that the government has refused to discuss the laws which restrain freedom such as the law of press and printing, the law of organizing political parties, the law of public order, the law of police and immunity, the law of criminal procedures, the law of elections and the right to gather and protest. Jibril Bilal said that the government considers these laws as national and not open for discussion in the framework of the Darfur province.
