The United States and Sudan have traded statements over Washington\u2019s rejection of both sides of Sudan\u2019s war as legitimate constitutional authorities, with Khartoum insisting that any peace process must respect the country\u2019s sovereignty and national institutions.<\/strong><\/p>\n\n\n\n

In a 22 September statement<\/a>, US State Department spokesman Thomas \u201cTommy\u201d Pigott said neither the Sudanese Armed Forces (SAF) nor the paramilitary Rapid Support Forces (RSF) had made serious commitments to an immediate truce, accusing both sides of having \u201credoubled combat operations and drone strikes which kill civilians\u201d.<\/p>\n\n\n\n

Pigott said Washington was calling on the warring parties to accept a humanitarian truce without preconditions and enter an inclusive political dialogue leading to civilian government.<\/p>\n\n\n\n

He added that neither the SAF, the RSF nor their leaders \u201crepresent legitimate, constitutional governance for Sudan\u201d and said the United States would seek to \u201craise the cost of continued conflict\u201d for the warring parties and networks supporting them.<\/p>\n\n\n\n

US Secretary of State Marco Rubio said at a press conference in New York on Wednesday that Sudan\u2019s war would not be continuing without external support, saying \u201cthat war and that conflict and that crisis would not be happening were it not for the active participation of external actors\u201d supporting the opposing sides.<\/p>\n\n\n\n

Rubio said progress would ultimately depend on those actors using their \u201cinfluence and pressure\u201d on their respective proxies to honour commitments they have made.<\/p>\n\n\n\n

Criticism of US moves<\/strong><\/p>\n\n\n\n

Sudan analyst and former US National Security Council official\u00a0Cameron Hudson<\/a>\u00a0described the US statement as a declaration of \u201ca policy of regime change in Sudan\u201d.\u00a0<\/p>\n\n\n\n

In a post on X earlier this week<\/a>, he said Washington had \u201cpainted itself into a corner\u201d through sanctions, an arms embargo and visa restrictions, warning that its \u201cmaximum pressure\u201d approach could leave little room for a negotiated exit.<\/p>\n\n\n\n

Sudan\u2019s Foreign Ministry<\/a>\u00a0rejected the statement on Wednesday, saying any sustainable peace initiative must respect Sudan\u2019s \u201csovereignty, unity, territorial integrity and legitimate national institutions\u201d.<\/p>\n\n\n\n

The ministry said the government remained ready to engage with the US and other regional and international partners but rejected any political process that could legitimise what it described as a reality created by the RSF.<\/p>\n\n\n\n

It also accused external actors of contributing to the continuation of the war, saying serious peace efforts must address \u201cexternal interventions and sources of illegal support\u201d.<\/p>\n\n\n\n

The diplomatic tensions have also spilled into the\u00a0Quartet<\/a>, which brings together the United States, Saudi Arabia, Egypt and the United Arab Emirates.\u00a0<\/p>\n\n\n\n

Saudi Arabia<\/a>\u00a0has reportedly threatened to withdraw from the mechanism over Washington\u2019s refusal to grant SAF Commander and Sovereignty Council President\u00a0Lt Gen Abdelfattah El Burhan<\/a>\u00a0a visa to attend the UN General Assembly, according to the\u00a0Africa Report<\/em>.<\/p>\n\n\n\n

Saudi officials have not publicly confirmed the reported threat.<\/p>\n\n\n\n

The visa dispute reportedly centres on US pressure for El Burhan to accept a proposed 90-day ceasefire.<\/p>\n
