The <em>Wall Street Journal<\/em> reported that the Sudanese government has offered Russia the opportunity to establish its first naval base on the African continent \u2014 a move that could shift the balance of power in one of the world\u2019s most strategic maritime corridors.<\/strong><\/p>\n\n\n\n<p>According to the newspaper, Sudanese officials said the proposal includes a 25-year agreement allowing Moscow to deploy up to 300 troops and four warships, including nuclear-powered vessels, in Port Sudan or another naval facility along the Red Sea.<\/p>\n\n\n\n<p>Under the proposal, Sudan would receive advanced weapons at preferential prices, alongside Russian promises of investment in the mining sector \u2014 particularly gold, one of Khartoum\u2019s most important economic resources, the Wall Street Journal revealed.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/us-president-trump-personally-overseeing-efforts-to-end-war-in-sudan-washington-warns-of-consequences-if-russian-red-sea-naval-base-allowed\" target=\"_blank\" rel=\"noreferrer noopener\">senior US official warned Sudanese leaders<\/a> that \u201cmoving ahead with establishing such a facility, or any other form of security cooperation with Russia, will deepen Sudan\u2019s isolation, worsen the current conflict, and expose the region to further instability.\u201d<\/p>\n\n\n\n<p><strong>\u201cEl Burhan is playing with fire\u201d<\/strong><\/p>\n\n\n\n<p>Military and security expert Major General Hashem Abu Rannat says the world is divided, albeit informally, into Western and Eastern spheres of influence \u2014 particularly between the US and Russia \u2014 each seeking strategic footholds whenever opportunities arise.<\/p>\n\n\n\n<p>Speaking to Radio Dabanga, he said former president Omar El Bashir had long sought to entice Russia with access to the Red Sea, reviving Moscow\u2019s ambitions dating back to the 1970s to dominate the Horn of Africa by forming a strategic belt linking Ethiopia, Somalia, South Yemen, and Djibouti. These attempts failed with the collapse of the Soviet Union.<\/p>\n\n\n\n<p>Western countries and Sudan\u2019s neighbours became alarmed, he said, when Bashir also began offering facilities to Iran and T\u00fcrkiye on Sudanese islands in the Red Sea. But the December 2018 Revolution and Bashir\u2019s removal in April 2019 halted all of this.<\/p>\n\n\n\n<p>Abu Rannat says that following General Abdelfattah El Burhan\u2019s recent coup and growing international isolation, \u201che has begun brandishing this card from time to time, despite knowing that such a base is impossible to implement.\u201d<\/p>\n\n\n\n<p>He warns that Burhan\u2019s actions may be taken seriously by the United States, noting that Washington is not a power easily intimidated when its global interests are at stake. He added, \u201cBashir fell for the same reckless behaviour \u2014 and I believe Burhan is playing with fire.\u201d<\/p>\n\n\n\n<p><strong>A \u2018zero-sum marathon\u2019<\/strong><\/p>\n\n\n\n<p>However, writer and political analyst Khalid Taha, a specialist in Horn of Africa affairs, argues that the competition over the \u201cFlamingo Naval Base\u201d is part of a \u201czero-sum marathon\u201d that yields no genuine strategic benefit to either side, except preventing rivals from gaining it.<\/p>\n\n\n\n<p>He says great-power competition in the Red Sea \u2014 one of the world\u2019s most important waterways \u2014 is escalating sharply, with Flamingo positioned at its centre as a potential strategic anchor coveted by Russia and the United States alike.<\/p>\n\n\n\n<p>\u201cBut the deeper question,\u201d he argues, \u201cis no longer who will secure the base, but whether traditional naval bases retain their relevance in an era where military geography is shifting towards technology and remote surveillance.\u201d<\/p>\n\n\n\n<p>Taha believes that the United States, with its entrenched regional presence and extensive alliances from the Gulf to the Horn of Africa, retains strong influence over any maritime-access arrangements. Yet its regional image has become tied to traditional geopolitical contests, at a time when some regional actors are seeking to balance between global powers.<\/p>\n\n\n\n<p>Russia, by contrast, positions itself as a counter-balancing force, offering arms and partnerships with fewer political conditions. For years, it has sought a permanent foothold on the Red Sea to support operations in \u201cwarm waters.\u201d Despite having less influence than Washington, Taha says Russia\u2019s flexible offers make it a player that cannot be ignored.<\/p>\n\n\n\n<p><strong>Superiority lies with technology<\/strong><\/p>\n\n\n\n<p>According to Taha, the most significant shift is the declining importance of conventional naval bases. Advances in satellites, drones, and long-range sensing systems have shifted strategic advantage towards technological surveillance rather than large, fixed installations.<\/p>\n\n\n\n<p>\u201cThe key question,\u201d he says, \u201cis what use is winning a base when the future depends on information dominance rather than controlling physical space?\u201d<\/p>\n\n\n\n<p>He notes that Sudan\u2019s theoretically strategic geography could serve as leverage \u2014 but the weakness of the state, institutional fragmentation, and inability to make coherent strategic decisions render such advantages unusable. \u201cA deal of this magnitude requires legitimate and capable institutions, which are simply not present today,\u201d he says.<\/p>\n\n\n\n<p>He adds that Washington\u2019s warning \u2014 that creating a Russian base would \u201cincrease Sudan\u2019s isolation and deepen the conflict\u201d \u2014 signals a readiness to use pressure tools, including sanctions, restricting aid, delaying debt relief, and influencing Gulf and European positions.<\/p>\n\n\n\n<p>\u201cIn the end,\u201d Taha concludes, \u201creal advantage in the Red Sea will belong to those who command technology and information, not merely those who hold a patch of coastline.\u201d<\/p>\n\n\n\n<p><strong>\u2018Political blackmail\u2019<\/strong><\/p>\n\n\n\n<p>Political analyst Fathi El Daw describes the offer made by the \u201cPort Sudan government\u201d to Russia as political blackmail.<\/p>\n\n\n\n<p>Speaking to Radio Dabanga, he mocked what he called the \u201claughable\u201d behaviour of the Port Sudan authorities, whose statements about the Russian base, he said, have no real substance.<\/p>\n\n\n\n<p>He dismissed talk of new alliances or power struggles as media exaggeration, calling it a distraction for the public. \u201cThese things amuse people briefly \u2014 and are quickly forgotten,\u201d he added.<\/p>\n\n\n\n<p>El Daw believes General Burhan imagines the Russian-base issue will strengthen his position against US pressure, although \u201cit carries no real meaning.\u201d<\/p>\n\n\n\n<p>\u201cMany dictators think that simply having strategic coastlines allows them to manipulate global powers at will,\u201d he said. \u201cThis is absurd. Dictators rarely understand political realities and imagine the world moves according to their wishes rather than the actual conditions on the ground.\u201d<\/p>\n\n\n\n<p><strong>A strategic outlet, but international constraints<\/strong><\/p>\n\n\n\n<p>El Daw emphasises that while the Red Sea is indeed a crucial corridor, \u201cnothing is ever that simple.\u201d He criticised the government for pursuing a naval base deal while the country is engulfed in war and unable even to feed its starving population with international aid.<\/p>\n\n\n\n<p>He said Washington\u2019s swift response \u2014 warning that such steps would increase Sudan\u2019s isolation \u2014 is exactly what should be expected.<\/p>\n\n\n\n<p>\u201cThese matters are governed by international calculations, political balances, and strategic considerations,\u201d he said. \u201cThe Port Sudan government\u2019s statements are temporary distractions that some people entertain themselves with before forgetting.\u201d<\/p>\n\n\n\n<p>However, El Daw added that such positions are carefully monitored in UN and US circles. \u201cThis requires little effort from either,\u201d he said.<\/p>\n\n\n\n<p>He urged Sudanese citizens to focus on the harsh reality they face \u2014 widespread atrocities and suffering \u2014 rather than on \u201cthese ridiculous announcements\u201d about granting Russia a naval base.<\/p>\n\n\n\n<p>\u201cIf Sudanese people must endure the tragedy of war,\u201d he said, \u201cthey are also forced to listen to the farce coming from these \u2018irresponsible\u2019 officials in Port Sudan.\u201d<\/p>\n\n\n\n<p><strong>\u2018Inflaming the American position\u2019<\/strong><\/p>\n\n\n\n<p>Military and security expert Major General Dr Mutasim Abdelqader believes certain actors have deliberately revived the Russian-base issue to provoke a negative American stance towards Sudan \u2014 especially following recent remarks by the US President that he now fully understands the situation in Sudan after being briefed by Saudi Crown Prince Mohammed bin Salman.<\/p>\n\n\n\n<p>Abdelqader denies that the Sudanese government has made any offer to Russia at this stage \u2014 or vice versa. He argues that Russia, preoccupied with its war in Ukraine, is inward-looking and has no interest in opening a base in Sudan or anywhere else. He cites Moscow\u2019s scaling back of commitments in Syria as evidence of its desire to reduce its burdens.<\/p>\n\n\n\n<p><strong>Sudan has the right to grant what it wishes<\/strong><\/p>\n\n\n\n<p>Major General Abdelqader insists that Sudan is entitled to grant any state a military base on its shores if it chooses. He says Sudan\u2019s coastline is particularly strategic, as the western Red Sea is bordered by Eritrea, Sudan, and Egypt \u2014 with Sudan centrally positioned between them.
