The paramilitary Rapid Support Forces (RSF) announced their acceptance of the three-month humanitarian truce proposed by the Quartet, made up of the United States, United Arab Emirates, Saudi Arabia, and Egypt, raising hopes as well as reservations for relief amid Sudan\u2019s devastating war.<\/strong><\/p>\n\n\n\n

In a statement yesterday, the RSF said it agreed to the proposal \u201cin order to ensure that the\u00a0catastrophic humanitarian consequences<\/a>\u00a0of the war are addressed, and to enhance the protection of civilians,\u201d and vowed to \u201curgently bring humanitarian aid to all Sudanese people.\u201d<\/p>\n\n\n\n

The group added that it aspires \u201cto immediately begin discussing the arrangements for the cessation of hostilities and the basic principles governing the political process in the Sudan.\u201d<\/p>\n\n\n\n

In its September 12th declaration, the Quartet outlined a ceasefire roadmap beginning with a humanitarian pause, followed by a full ceasefire and a transition to a civilian-led government. <\/p>\n\n\n\n

Whilst the RSF accepted the proposed truce, Sudan\u2019s army leadership has signalled outright rejection. After a meeting chaired by Head of the Sovereignty Council and Commander-in-Chief of the Sudanese Armed Forces (SAF), Lt Gen Abdelfattah El Burhan, the Security and Defence Council merely \u201cwelcomed international initiatives,\u201d offering no endorsement of the proposal.<\/p>\n\n\n\n

El Burhan later declared on a televised address on Thursday, the RSF would be defeated, calling the conflict \u201cthe battle of the Sudanese people.\u201d He vowed revenge for\u00a0victims in El Fasher<\/a>\u00a0and across the country and condemned foreign actors allegedly backing the RSF.<\/p>\n\n\n\n

Lt Gen Yasir El Atta<\/a>, deputy commander-in-chief of the SAF\u00a0also dismissed the truce, closing the door on the Quartet plan.<\/p>\n\n\n\n

US presidential adviser on Arab and African affairs,\u00a0Massad Boulos<\/a>, said both the SAF and RSF had \u201cin principle\u201d agreed to the truce, and Washington was \u201cin dialogue with the parties on the details.\u201d<\/p>\n\n\n\n

The US State Department insisted it will continue direct talks with both sides to push a humanitarian pause, saying: \u201cWe continue our commitment to work with our partners, including the Quartet, to resolve the crisis in Sudan.\u201d<\/p>\n\n\n\n

\u2018International condemnation\u2019<\/strong><\/p>\n\n\n\n

The RSF\u2019s announcement comes as the group faces global condemnation for atrocities committed in North Darfur\u2019s capital, El Fasher, where civilians remain trapped under the paramilitary force. Following the RSF\u2019s capture of a Sudanese Armed Forces base last week, reports indicate that civilians have been subjected to mass killings, sexual violence,\u00a0ethnically-targeted<\/a>\u00a0attacks, and starvation.<\/p>\n\n\n\n

In response to the mounting calls, the RSF said it had formed a committee to investigate what it called \u201cindividual abuses.\u201d<\/p>\n\n\n\n

Since reports of RSF abuses in El Fasher came to light, the international community has stepped up pressure on the warring parties. Australia condemned \u201cmass killings, sexual violence and deliberate attacks on civilians,\u201d and pledged AU$10 million in humanitarian aid. <\/p>\n\n\n\n

The United Kingdom called for an emergency session of the UN Security Council, while in Washington Senator Gregory Meeks urged Congress to cut off external support enabling RSF violence. Qatar renewed its appeal for an \u201cimmediate ceasefire\u201d and a negotiated political solution, and Eritrean President Isaias Afwerki warned that Sudan was being \u201ctargeted by regional and global powers.\u201dUAE and Egypt Defend Quartet Path<\/p>\n\n\n\n

The UAE hailed the Quartet\u2019s roadmap as \u201ca historic step\u201d and condemned \u201chorrific crimes committed against civilians,\u201d calling attacks on residential areas a \u201ccrime against humanity.\u201d It urged unhindered humanitarian access, reiterating \u201cthere is no military solution to the Sudanese crisis.\u201d<\/p>\n\n\n\n

Egyptian\u00a0Foreign Minister Badr Abdelatty<\/a>\u00a0backed the plan as the \u201conly solution,\u201d saying: \u201cThere is no external solution, and the parties that imagine that they will decide the matter militarily and impose their will are wrong, this is something that will not happen.\u201d<\/p>\n\n\n\n

US Senator Chris Van Hollen, who has accused the\u00a0UAE of arming the RSF<\/a>, briefly halted his move to introduce the Sudan Defence Act after the RSF accepted the truce.<\/p>\n\n\n\n

\u201cWhile their approval of the ceasefire is welcome news, it remains to be seen whether the RSF is really ready to stop their attacks on the people of Sudan,\u201d he said, stressing that the SAF has yet to agree.<\/p>\n\n\n\n

\u201cFor more than two years, death and destruction have torn Sudan apart, and this tragedy has been largely fuelled by the Rapid Support Forces armed by the\u00a0United Arab Emirates<\/a>,\u201d he added.<\/p>\n\n\n\n

Khaled Omar Youssef of the Sudanese Congress Party called the RSF statement a \u201claudable position\u201d and urged the SAF to follow suit.<\/p>\n\n\n\n

\u201cThe ball is now in the field of the armed forces [SAF],\u201d he said in a statement yesterday. He warned Sudan risks losing a \u201creal opportunity to stop the bloodshed and the mill of ruin.\u201d<\/p>\n\n\n\n

A delegation from the\u00a0Sumoud<\/a>\u00a0(meaning resilience in Arabic) coalition,\u00a0lobbied African and Western diplomats in Addis Ababa to back the Quartet roadmap.<\/p>\n
