Speaking in an in-depth interview on Radio Dabanga\u2019s&nbsp;<em>Plain Speaking<\/em>&nbsp;programme on Saturday, Abdelsalam accused both the National Congress Party (NCP) and the Islamic Movement of remaining locked in a culture of confrontation.<\/strong><\/p>\n\n\n\n<p>\u201cThey did not hold themselves to account for what they committed, or even for what they achieved,\u201d he said.<\/p>\n\n\n\n<p>He described the Islamist era as a disaster marked by massive human rights violations and wasted opportunities, despite the movement\u2019s access to well-educated cadres and experience under <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-marks-anniversary-of-1985-popular-uprising\">Jaafar Nimeiri and Sadiq al Mahdi<\/a>.<\/p>\n\n\n\n<p>\u201cThe contradictions were huge. As many Islamists in the Arab world admit, Sudan\u2019s experience became an embarrassment to them,\u201d Abdelsalam noted.<\/p>\n\n\n\n<p>He stressed that democracy is the decisive test for Sudan today: \u201cIt is the framework our state institutions and civil organisations must reach.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"\u0628\u0635\u0631\u0627\u062d\u0629  \u0641\u064a \u0631\u0627\u062f\u064a\u0648 \u062f\u0628\u0646\u0642\u0627 \u0645\u0639 \u0627\u0644\u0645\u0641\u0643\u0631 \u0627\u0644\u062f\u0643\u062a\u0648\u0631 \u0627\u0644\u0645\u062d\u0628\u0648\u0628 \u0639\u0628\u062f\u0627\u0644\u0633\u0644\u0627\u0645\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/Av0gV_oNMXo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>&#8216;<strong>Deep splits in the Islamist camp<\/strong>&#8216;<\/p>\n\n\n\n<p>Abdelsalam said the now dissolved <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/el-burhan-ncp-and-tagadom-will-not-return-to-power\" target=\"_blank\" rel=\"noreferrer noopener\">NCP<\/a>, which was toppled along with <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/deposed-sudan-dictator-al-bashir-moved-to-merowe-for-medical-treatment\" target=\"_blank\" rel=\"noreferrer noopener\">former Sudanese President Omar al-Bashir <\/a>in the December 2019 Revolution, is now split into two rival leaderships. <\/p>\n\n\n\n<p>Adding that, the broader <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-prominent-islamist-hardliners-escape-from-kober-prison\" target=\"_blank\" rel=\"noreferrer noopener\">Islamic Movement<\/a> has fractured into several currents, including the Popular Congress Party, divided between Dr Ali al-Haj and Eng Amin Mahmoud, the faction led by <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/new-us-sanctions-target-those-who-contributed-to-sudans-instability\" target=\"_blank\" rel=\"noreferrer noopener\">Ali Karti<\/a>, the Reform Now Movement, and another group that recently met in Kuala Lumpur.<\/p>\n\n\n\n<p>Despite this fragmentation, he rejected calls to exclude Islamists from Sudan\u2019s future.<\/p>\n\n\n\n<p>\u201cThe Islamic Movement has been in politics for seventy years. It is like a family spanning grandparents to grandchildren. You cannot build Sudan\u2019s future by excluding an entire current or school of thought.\u201d<\/p>\n\n\n\n<p>But he stressed that political Islam must review its record and present a vision consistent with the national interest and democracy.<\/p>\n\n\n\n<p><strong>Islamists and the war<\/strong><\/p>\n\n\n\n<p>Many Sudanese blame the Islamic Movement for the war. Abdelsalam warned against blanket judgements.<\/p>\n\n\n\n<p>\u201cIt is wrong to generalise. Some factions called for dialogue, others declared constructive opposition. You cannot solve a crisis of this scale by exclusion, or by branding one side as terrorists and the other as traitors. People lost homes, livelihoods, and dignity.<\/p>\n\n\n\n<p>\u201cWhat is needed now is courage from political forces with long histories, to produce fresh ideas that can move the country beyond war,\u201d he urged.<\/p>\n\n\n\n<p>But he criticised Sudan\u2019s decision-making centres, the Sudanese Armed Forces (SAF), Sovereignty Council, and Cabinet, for failing to put forward a unifying vision to stop the conflict.<\/p>\n\n\n\n<p>He also pointed to the rival <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/as-founding-government-takes-office-in-nyala-is-a-libyan-or-somali-scenario-on-the-horizon\">Founding Government<\/a>, led by paramilitary Rapid Support Forces (RSF) Commander Mohamed Hamdan Dagalo (Hemedti), which <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/controversy-erupts-over-rsf-backed-government-in-south-darfur\">declared a government<\/a> in South Darfur&#8217;s capital of Nyala, in July.<\/p>\n\n\n\n<p>\u201cIt is not enough to set up another government while <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/acjps-serious-escalation-in-gross-human-rights-violations-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">war and suffering<\/a> continue, and Sudanese pay unbearable costs. These problems demand bold ideas and courageous leadership,\u201d he said.<\/p>\n\n\n\n<p><strong>\u2018Two governments, one nation divided\u2019<\/strong><\/p>\n\n\n\n<p>Abdelsalam warned that Sudan\u2019s two competing governments are driving the country towards deeper fragmentation.<\/p>\n\n\n\n<p>\u201cThis reality forces itself without a clear vision,\u201d he said. He explained that RSF forces shifted from Khartoum to El Gezira, then withdrew, and are now confined to parts of Darfur and Kordofan without fully consolidating control. The Nyala government, he added, took time to form because of divisions among its backers.<\/p>\n\n\n\n<p>\u201cI do not see ideas or answers that can overcome these challenges,\u201d he remarked.<\/p>\n\n\n\n<p><strong>Obstacles to peace<\/strong><\/p>\n\n\n\n<p>Abdelsalam blamed Sudan\u2019s fractured political scene for prolonging the war.<\/p>\n\n\n\n<p>\u201cI tried on several occasions to bring Sudanese rivals to a roundtable, but the attempts failed. Other political forces must also contribute. A true dialogue will show that many disagreements are imagined or rooted in personal rivalries,\u201d he said.<\/p>\n\n\n\n<p>He urged Sudanese to sit together, agree where possible, and leave disputes to the people to decide. It should follow the model of major national conferences in world history.<\/p>\n\n\n\n<p>He urged political parties to focus on these foundational debates while leaving day-to-day governance to technocrats trusted across the political spectrum.<\/p>\n\n\n\n<p><strong>Religion and politics<\/strong><\/p>\n\n\n\n<p>Asked about Islamist insistence on \u201cIslam is the solution\u201d versus demands for secularism, Abdelsalam replied:<\/p>\n\n\n\n<p>\u201cThe purpose of politics is democracy. In a true democracy, parties compete on programmes, not on identities or regions. Islamists can then be part of the national community. That is our greatest challenge.\u201d<\/p>\n\n\n\n<p><strong>A third path<\/strong><\/p>\n\n\n\n<p>Abdelsalam suggested what he called a \u201cthird path\u201d: a national roundtable on foundational questions, convened by the internationally recognised government.<\/p>\n\n\n\n<p>He pointed to <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/un-secretary-general-calls-sudan-pm-kamel-idris-cabinet-meets-in-khartoum\" target=\"_blank\" rel=\"noreferrer noopener\">Prime Minister Dr Kamil El Tayeb Idris<\/a>, now moving his administration from Port Sudan to Khartoum, as well placed to launch such a dialogue.<\/p>\n\n\n\n<p><strong>International role<\/strong><\/p>\n\n\n\n<p>On the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/quartet-statement-and-sudanese-aspirations-for-peace-to-end-their-suffering\" target=\"_blank\" rel=\"noreferrer noopener\">Quartet<\/a> (US, Egypt, Saudi Arabia, and UAE), Abdelsalam said their recent statement was neither fully positive nor fully negative.<\/p>\n\n\n\n<p>\u201cIt must be used by Sudanese actors to push for a solution owned by Sudanese,\u201d he said, warning that each country had its own interests.<\/p>\n\n\n\n<p>He highlighted the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/cairo-conference-on-sudan-war-reaps-mixed-results\" target=\"_blank\" rel=\"noreferrer noopener\">Cairo Conference<\/a> as a rare achievement, bringing Sudanese factions together without foreign interference. It addressed humanitarian aid, stopping the war, and resuming politics.<\/p>\n\n\n\n<p>\u201cIt was not a complete success, but it offered a valuable opportunity.
