The protesters told Radio Dabanga that they were upset about scheduled power outages, which led to disruptions in the water supply and forced bakeries to shut down. As the annual World Desertification and Drought Day is observed globally today to raise awareness and promote solutions to desertification, land degradation, and drought, the Wadi Halfa protest and blockade are indicative of the public despair in as much as half of Sudan, where chronic water shortages \u2013 exacerbated by fuel and power outages \u2013 threaten peoples\u2019 access to this essential need for life.<\/strong><\/p>\n\n\n\n<p>While accurate recent figures on desertification and drought in Sudan are difficult to ascertain amid the current conflict, a study published in the <a href=\"https:\/\/fanack.com\/wp-content\/uploads\/vol5no2_6.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ARPN Journal of Science and Technology<\/a> in 2015 identified Sudan as \u201cone of the most seriously affected countries by desertification in Africa.\u201d Over half of the country lived in areas affected by desertification when the study was published.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"770\" height=\"513\" src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2023\/04\/Sudanese-woman-collects-water-from-a-public-tap-File-photo-UNICEF-Sudan.jpg\" alt=\"\" class=\"wp-image-20035959\" srcset=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2023\/04\/Sudanese-woman-collects-water-from-a-public-tap-File-photo-UNICEF-Sudan.jpg 770w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2023\/04\/Sudanese-woman-collects-water-from-a-public-tap-File-photo-UNICEF-Sudan-300x200.jpg 300w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2023\/04\/Sudanese-woman-collects-water-from-a-public-tap-File-photo-UNICEF-Sudan-150x100.jpg 150w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2023\/04\/Sudanese-woman-collects-water-from-a-public-tap-File-photo-UNICEF-Sudan-768x512.jpg 768w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2023\/04\/Sudanese-woman-collects-water-from-a-public-tap-File-photo-UNICEF-Sudan-260x173.jpg 260w\" sizes=\"auto, (max-width: 770px) 100vw, 770px\" \/><figcaption class=\"wp-element-caption\"><em>A Sudanese woman drawing water (File photo: UNICEF)<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>The UNESCO definition of desertification is \u201cthe degradation of land in arid, semi-arid, and dry sub-humid areas; it is caused primarily by human activities and climatic variations and affects the world\u2019s poorest.\u201d<\/p>\n\n\n\n<p>Recurrent droughts and the resulting desertification have considerable effects on agricultural productivity in Sudan, particularly in terms of reducing the water available for agricultural production, according to the Red Crescent Climate Centre (RCCC).<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><a href=\"https:\/\/www.unccd.int\/events\/desertification-drought-day\/2025\" target=\"_blank\" rel=\"noreferrer noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"819\" height=\"1024\" src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-819x1024.jpg\" alt=\"\" class=\"wp-image-20117633\" style=\"width:485px;height:auto\" srcset=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-819x1024.jpg 819w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-240x300.jpg 240w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-120x150.jpg 120w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-768x960.jpg 768w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-138x173.jpg 138w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster-1024x1280.jpg 1024w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2025\/06\/World-Desertification-and-Drought-Day-poster.jpg 1181w\" sizes=\"auto, (max-width: 819px) 100vw, 819px\" \/><\/a><\/figure>\n<\/div>\n\n\n<p><strong>Wadi Halfa climate<\/strong><\/p>\n\n\n\n<p>As one of the largest of the 18 states in Sudan, Northern State has an estimated population of just under 1 million. It meets Egypt and Libya to the north and is surrounded by North Darfur, North Kordofan, Khartoum state, and River Nile state to the south. The Nile emerges from the Blue Nile and White Nile in Khartoum, the capital city of Sudan, and runs from River Nile state into Northern State, where it arcs north, leaving the state and the country at Wadi Halfa, which is situated near the northern border with Egypt.<\/p>\n\n\n\n<p>Northern state is a combination of inland plains of the Nile and an extensive expanse of stony deserts with dunes drifting over the landscape. A fertile sliver runs through it along the river, where the majority of people live, surrounded by desert. Northern Sudan receives a <a href=\"https:\/\/www.climatecentre.org\/wp-content\/uploads\/RCCC-Country-profiles-Sudan-2024_final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">mean annual rainfall<\/a> of 100mm per year, and summer temperatures often exceed 43\u00b0C.<\/p>\n\n\n\n<p>Therefore, people in Wadi Halfa are heavily reliant on water from the Nile, which runs through nine countries to reach the town. They also rely on electricity from the Aswan High Dam in Egypt, the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/eastern-sudan-farmers-optimistic-about-upcoming-agricultural-harvest\" target=\"_blank\" rel=\"noreferrer noopener\">construction<\/a> of which submerged the original town of Wadi Halfa in 1964.<\/p>\n\n\n\n<p>Long before the outbreak of war in Sudan on April 15, 2023, Wadi Halfa was affected by a lack of basic necessities like food and water, limited cash flow amidst a rising cost of living, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/drone-strikes-hit-dam-causing-power-cuts-across-northern-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">electricity<\/a> and internet outages, inadequate sanitation, and the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/cholera-outbreak-forces-closure-of-schools-and-markets-in-northern-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">spread of disease<\/a>, especially during the rainy season.<\/p>\n\n\n\n<p>The war between the Sudan Armed Forces (SAF) and Rapid Support Forces (RSF) has exacerbated overcrowding in the town, as people attempt to flee the conflict into Egypt, hindered by <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/long-waits-soaring-costs-at-egypt-sudan-border\" target=\"_blank\" rel=\"noreferrer noopener\">visa processing backlogs<\/a> at the Egyptian consulate.<\/p>\n\n\n\n<p>Climate change is increasingly seen as a major contributor to the conflict in Sudan, exacerbating decades of environmental challenges and fuelling social and political instability. Residents of Wadi Halfa are increasingly subject to the adverse effects of floods, fires, drought, and desertification, made worse by <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/climate-change-sudan-s-hidden-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">climate change<\/a>. <\/p>\n\n\n\n<p><strong>Desertification and drought<\/strong><\/p>\n\n\n\n<p>Agriculture and cattle play an important role in the local economy of Wadi Halfa, along with the mining sector. There are two agricultural seasons: <em>juruf<\/em> farming, which is winter cropping after flood season, usually from November to March, and the second season from April to August, mainly known for the production of watermelon and vegetables.<\/p>\n\n\n\n<p>The area is highly dependent on the Nile, however increasing droughts and a possible decline of the river are likely to affect the state and the country in the future, according to an ACAPS Analysis Hub report from August 25, 2023.\u201d Since the 1970s, droughts have led people, mostly Beja communities, to shift their livelihoods from camel-rearing to breeding smaller animals and working in Port Sudan as dockers and other labourers.\u201d<\/p>\n\n\n\n<p><strong>Flooding<\/strong><\/p>\n\n\n\n<p>Floods are frequent in areas within the Nile basin and low areas in the extreme south and far north. This results in the loss of crops and livestock and increases in pests, parasites, and <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/un-ocha-349-000-people-affected-by-recent-floods-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">diseases<\/a>.<\/p>\n\n\n\n<p>On August 29, Radio Dabanga reported that <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/nine-killed-as-floods-devastate-northern-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">catastrophic floods<\/a> and torrential rains had claimed at least nine lives and caused widespread destruction across the Northern State. The flood sparked a public health emergency, with outbreaks of <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/cholera-cases-surge-in-sudan-health-campaigns-intensify\" target=\"_blank\" rel=\"noreferrer noopener\">cholera<\/a> and conjunctivitis reported in several localities. Heavy rain also caused <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudanese-refugees-left-in-the-open-as-heavy-rains-hit-chad-camp\" target=\"_blank\" rel=\"noreferrer noopener\">damage to houses<\/a>, electric shocks, and an increase in scorpion bites. However, many villages suffer from <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-date-palms-orchards-destroyed-in-northern-state-wildfire\" target=\"_blank\" rel=\"noreferrer noopener\">palm tree fires<\/a> every summer, caused by high temperatures and wind. Between 1970 and 2020, droughts affected over 27 million people in Sudan, according to a report by the Sudanese Government published in 2021.<\/p>\n\n\n\n<p>On June 23, a fire ravaged more than 1,000 date palms as well as four fruit orchards of various types in the area between Abri and Tebej, known as \u201cAbri King\u201d in Northern State. The fire also damaged some nearby houses and caused a prolonged power outage.<\/p>\n\n\n\n<p>In the first half of 2024, 10 palm tree fires were reported by Radio Dabanga from Northern State. Residents continue to demand that the government provide fire engines.<\/p>\n\n\n\n<p><strong>International prevention<\/strong><\/p>\n\n\n\n<p>Observed annually on June 17, <a href=\"https:\/\/www.unccd.int\/events\/desertification-drought-day\/2025\" target=\"_blank\" rel=\"noreferrer noopener\">World Desertification and Drought Day<\/a> aims to raise awareness and promote solutions to desertification, land degradation, and drought. The UN Convention to Combat Desertification (<a href=\"https:\/\/www.unccd.int\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNCCD<\/a>) was established in <a href=\"https:\/\/undocs.org\/Home\/Mobile?FinalSymbol=A%2FRES%2F49%2F115&amp;Language=E&amp;DeviceType=Desktop&amp;LangRequested=False\" target=\"_blank\" rel=\"noreferrer noopener\">1994<\/a> \u201cto protect and restore our land and ensure a safer, just, and more sustainable future.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">\u275d<a href=\"https:\/\/twitter.com\/hashtag\/DesertificationAndDroughtDay?src=hash&amp;ref_src=twsrc%5Etfw\">#DesertificationAndDroughtDay<\/a> is the call to recognize land as the planet\u2019s infrastructure for life. At the heart of it lies healthy soil, made fertile and resilient by <a href=\"https:\/\/twitter.com\/hashtag\/biodiversity?src=hash&amp;ref_src=twsrc%5Etfw\">#biodiversity<\/a> it harbors\u275e \u2013 <a href=\"https:\/\/twitter.com\/UNBiodiversity?ref_src=twsrc%5Etfw\">@UNBiodiversity<\/a> Executive Secretary <a href=\"https:\/\/twitter.com\/SchomakerAstrid?ref_src=twsrc%5Etfw\">@SchomakerAstrid<\/a> <br>\ud83d\udcfa <a href=\"https:\/\/t.co\/Hov98DfR0c\">https:\/\/t.co\/Hov98DfR0c<\/a> <a href=\"https:\/\/t.co\/alwRSzGrFo\">pic.twitter.com\/alwRSzGrFo<\/a><\/p>&mdash; UN Land and Drought (@UNCCD) <a href=\"https:\/\/twitter.com\/UNCCD\/status\/1934596826662924510?ref_src=twsrc%5Etfw\">June 16, 2025<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>According to the <a href=\"https:\/\/x.com\/UNCCD\">UNCCD Global Mechanism<\/a>, the world needs to invest $1 billion every day from 2025 to 2030 to stop and reverse land degradation.<\/p>\n\n\n\n<p>Restoring 150 million hectares of degraded land \u201ccould increase food security for 200 million people worldwide,\u201d conservation agriculture could \u201ccut crop water needs by 30 per cent during droughts,\u201d and agroforestry and sustainable land management could \u201craise farmer incomes by up to 50 per cent.\u201d<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.unccd.int\/our-work\/ggwi\/impact\" target=\"_blank\" rel=\"noreferrer noopener\">Great Green Wall<\/a> (GGW) is one such initiative of the UNCCD, introduced in July 2021 by the Sudanese Minister of Agriculture and Forests to restore and improve the condition of the land. GGW is \u201ca comprehensive rural development initiative that aims to transform the lives of those living in the Sahel by creating a mosaic of green and productive landscapes.\u201d In Sudan, these interventions are taking place in six states, including Northern State.<\/p>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">\u275dOur shared goal is healthy, fertile land that creates life and provides habitats. <a href=\"https:\/\/twitter.com\/hashtag\/DesertificationAndDroughtDay?src=hash&amp;ref_src=twsrc%5Etfw\">#DesertificationAndDroughtDay<\/a>  is about one of the most urgent global challenges: restoring degraded land + establishing a global land restoration economy\u275e \u2013 <a href=\"https:\/\/twitter.com\/BundesstadtBonn?ref_src=twsrc%5Etfw\">@BundesstadtBonn<\/a> Mayor <a href=\"https:\/\/twitter.com\/katjadoerner?ref_src=twsrc%5Etfw\">@katjadoerner<\/a> <a href=\"https:\/\/t.co\/Mnx4vCZJCR\">pic.twitter.com\/Mnx4vCZJCR<\/a><\/p>&mdash; UN Land and Drought (@UNCCD) <a href=\"https:\/\/twitter.com\/UNCCD\/status\/1934521332407963665?ref_src=twsrc%5Etfw\">June 16, 2025<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p><strong>Top-down efforts<\/strong><\/p>\n\n\n\n<p>Reports of the impact of the UNCCD initiatives in Sudan are few and hard to come by, but one paragraph notes that since 2021, 1.9 million plants and seedlings were produced, 85,000 hectares of land was restored, 2,500 hectares of Assisted Natural Regeneration of forests was completed, and 1,716 residents were trained in food and energy security as well as in biodiversity maintenance.<\/p>\n\n\n\n<p>In 2020, Sudan, then ruled by the transitional government, released its first <a href=\"https:\/\/www.unep.org\/resources\/report\/sudan-first-state-environment-outlook-report-2020\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> on the country\u2019s environmental status and future expectations. \u201cIt presented a vision for rural development and investments to reduce rural-to-urban migration,\u201d Abdalfattah Hamed Ali, Junior Visiting Fellow for the Middle East Council on Global Affairs, told the <a href=\"https:\/\/www.arab-reform.net\/publication\/sudans-fight-against-desertification-and-drought-amidst-the-war\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Arab Reform Initiative<\/em><\/a> on July 24. \u201cThis report discussed, for the first time, analytical aspects and how to adapt and build resilience towards climate change. It also addressed establishing a regulatory framework for the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudans-sai-island-permanently-bans-toxic-mining-mixers\" target=\"_blank\" rel=\"noreferrer noopener\">mining sector<\/a> and enhancing environmentally friendly technologies used in this sector.\u201d<\/p>\n\n\n\n<p>Despite these efforts, along with other national and local initiatives to ameliorate the condition of the land, Sudan often seems stuck between a rock and a hard place. National and local politics, environmental factors, the ongoing war, lack of services, and lack of citizen power all create serious barriers to substantial change.<\/p>\n\n\n\n<p>Before the war, local initiatives against desertification focused on harnessing traditional practices for managing and preserving the local environment. \u201cThe Bashir government also introduced some policies and initiatives to combat desertification, but these efforts were weak in terms of development and research due to insufficient interest and support,\u201d said Ali. \u201cThere was little to no coordination between the international organisations, local initiatives, and government entities.\u201d<\/p>\n\n\n\n<p><strong>Future plans<\/strong><\/p>\n\n\n\n<p>In its climate fact sheet report, published June 29, the RCCC recommended a diverse array of techniques to combat desertification and drought, and improve agricultural productivity, including \u201cmaintenance of irrigation canals and pumps, improved farm machinery, credit, high-yield crop varieties, drought-resistant crop varieties, and weed and pest control.\u201d However, any changes to rainfall are only \u201cone part of a complex food system, and the evolution of agriculture in Sudan will also be strongly influenced by global geopolitics.\u201d<\/p>\n\n\n\n<p>Grassroots advocates are pressing for \u201cdefending agroecology, land rights, and territorial markets against a tide of foreign-led aid projects that erase local knowledge in favour of corporate control.\u201d <em>A Growing Culture<\/em>, an organisation which runs communication campaigns about food sovereignty and frontline communities, reported on April 15 that across Africa, movements like Rural Women\u2019s Assembly and We Are the Solution \u201crepresent the frontline, not just of our food system, but in reclaiming humanity\u2019s sacred potential to imagine a better world.\u201d<\/p>\n\n\n\n<p>\u201cWe need to scale up ambition and investment by both governments and businesses. While the benefits of restoration far outweigh the costs, initial investments in the magnitude of billions are needed.\u202fWe need to unlock new sources of finance, create decent land-based jobs and fast-track innovations while making the most of traditional knowledge,\u201d UNCCD Executive Secretary Ibrahim Thiaw said on April 7.<\/p>\n\n\n\n<p><strong>Land rights protests<\/strong><\/p>\n\n\n\n<p>On June 4, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/protests-erupt-in-northern-sudan-over-power-cuts\" target=\"_blank\" rel=\"noreferrer noopener\">protesters demanded<\/a> an end to scheduled power cuts in Wadi Halfa, arguing that uninterrupted electricity from the Aswan High Dam is their basic right. They claimed that both state and central governments have encroached upon these revenues, which has marginalised the region over time.<\/p>\n\n\n\n<p>\u201cWadi Halfa should be administratively separated from Northern State,\u201d a resident said, accusing state authorities of infringing upon their rights.<\/p>\n\n\n\n<p>They also <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/protests-erupt-in-northern-sudan-over-power-cuts\" target=\"_blank\" rel=\"noreferrer noopener\">called on authorities<\/a> to complete agricultural land registration for farmer groups and allocate revenues from the region\u2019s resources directly to local development and services. This would allow them to have power and control over electricity, water, and goods and services, making the residents more self-sufficient and able to make their own decisions about looking after their land, crops, and environment.<\/p>\n\n\n\n<p>Protesters have vowed to continue escalating their actions \u201cusing all available options, whatever the cost, until all demands are met.\u201d It seems that, until more power is handed over to the residents of Wadi Halfa, they do not see an end to the ongoing crises that have affected them for decades.<\/p>\n\n\n\n<p><a
