A new variant of Mpox (previously known as monkeypox) has been reported in the country, though no information is available about its spread, as a significant part of Sudan is excepted from epidemiological monitoring. The federal Ministry of Health considers the areas controlled by the Rapid Support Forces (RSF) \u2018unreachable\u2019 and has neither provided medical aid nor financial support to the health ministries in these areas.<\/strong><\/p>\n\n\n\n<p>Medical monitoring is of course of great importance because it contributes to better disease prevention and control. Through the data collected, countries can identify their priorities and develop targeted interventions to address the course of the epidemic.<\/p>\n\n\n\n<p>Other diseases that are gripping Sudan for months, are, most notably, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudans-health-minister-confirms-cholera-outbreak-in-three-states#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">cholera<\/a>, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/omdurman-a-microcosm-of-sudans-desperate-health-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">conjunctivitis<\/a>, bacterial dermatitis, scabies, haemorrhagic fevers, tuberculosis, hepatitis, in addition to polio, measles and other children&#8217;s diseases. Furthermore, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/norwegian-refugee-council-on-famine-in-sudan-people-cannot-afford-to-buy-food\" target=\"_blank\" rel=\"noreferrer noopener\">famine is reported<\/a> in several regions.<\/p>\n\n\n\n<p>During the war that erupted between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) in mid-April last year, the latter took full or partial control of 10 of the 18 Sudanese states. This means that the Sudanese health authorities are unable to access and monitor the situation in these areas.<\/p>\n\n\n\n<p>Leila Hamedelnil, working for the Emergency Department of the federal Ministry of Health in Port Sudan, Red Sea state, told Radio Dabanga earlier that the ministry classifies the states of Sudan into three levels since the start of the war: accessible, difficult to reach, and unreachable.<\/p>\n\n\n\n<p>The RSF took <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-war-east-darfur-saf-base-falls-to-rsf-control\" target=\"_blank\" rel=\"noreferrer noopener\">control of four of the five Darfur states<\/a> (as well as a part of North Darfur) in the end of last year, and have set up governments in these states with the cooperation of native administration leaders*. This means that the health ministries of East, South, Central, and West Darfur fall within the third category set by the federal health ministry.<\/p>\n\n\n\n<p>The RSF occupies several parts of North Darfur except its capital El Fasher, which is still mainly under control of the SAF, and Tawila and neighbouring areas, including Jebel Marra, that is controlled by combatants of the mainstream Sudan Liberation Movement, headed by Abdelwahid Nour.<\/p>\n\n\n\n<p>In Kordofan, the RSF controls all North Kordofan localities except Sheikan. In West Kordofan, only En Nehoud and Wad Banda are still in the hands of the army.<\/p>\n\n\n\n<p>The RSF further occupies large parts of Khartoum, Khartoum North (Khartoum Bahri), and Omdurman. In El Gezira, south of Khartoum, the RSF occupy all localities except for El Managil and El Gurashi. The RSF seized neighbouring Sennar <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/more-than-100-killed-in-rsf-revenge-attack-on-sudan-village\" target=\"_blank\" rel=\"noreferrer noopener\">in June<\/a> this year.<\/p>\n\n\n\n<p>As for vaccination campaigns, Sudan\u2019s federal Minister of Health Haisam Ibrahim in previous statements attributed the emergence of polio in the country to the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/un-700k-children-unvaccinated-as-immunisation-plummets-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">decrease in vaccination campaigns<\/a> in the country, especially in the areas controlled by the RSF.<\/p>\n\n\n\n<p>In August, the Ministry of Health conducted a polio immunisation campaign in eastern Sudan (Red Sea state, Kassala, El Gedaref) and northern Sudan (Northern State and Nile River state), and said it would extent the immunisation to White Nile and Blue Nile states later. The ministry reported \u201cdifficulties\u201d in the delivery of vaccines to the areas controlled by the RSF.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1020\" src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.46.17_643c3296.jpg\" alt=\"\" class=\"wp-image-20099721\" srcset=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.46.17_643c3296.jpg 768w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.46.17_643c3296-226x300.jpg 226w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.46.17_643c3296-113x150.jpg 113w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.46.17_643c3296-130x173.jpg 130w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\"><em>A malnourished, sick boy in the El Salam camp for displaced people near Nyala, South Darfur, September 5 (Photo: RD)<\/em><\/figcaption><\/figure>\n\n\n\n<p><strong>Darfur<\/strong><\/p>\n\n\n\n<p>The health ministries of East, South, Central, and West Darfur all complain about the inability to communicate with the federal Ministry of Health in Port Sudan in order to coordinate their efforts to confront infectious diseases.<\/p>\n\n\n\n<p>Abdelsalam Mustafa, director of the West Darfur Ministry of Health told Radio Dabanga that \u201cwe are ready to provide the federal ministry with medical reports, if they ask us.<\/p>\n\n\n\n<p>\u201cWe have no problem in cooperating with any party, whether the ministry or an organisation, as long as we receive support for the people\u2019s health care in West Darfur,\u201d he said. &nbsp;<\/p>\n\n\n\n<p>\u201cHealth care should not be linked to a political, security, regional, ethnic or other situation,\u201d Mustafa added. \u201cMedical assistance is part of humanitarian aid that should be available even during wars.\u201d<\/p>\n\n\n\n<p>He said he hopes that the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/saf-rsf-pledge-to-open-adre-sudan-chad-border-crossing-geneva-delegates-watching-developments-on-the-ground\" target=\"_blank\" rel=\"noreferrer noopener\">opening of the Adr\u00e9 border crossing<\/a> with Chad \u201cwill also allow humanitarian organisations to intervene and improve the health situation. \u201cIn this way, we could also send samples of diseases with <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/38-aid-trucks-cross-sudan-chad-adre-border\" target=\"_blank\" rel=\"noreferrer noopener\">returning trucks via Chad<\/a>, to Port Sudan or to other Sudanese or non-Sudanese cities.\u201d<\/p>\n\n\n\n<p>Mustafa noted that more than 144 medical facilities in the state closed their doors due to the total or partial collapse. \u201cWe were able to restore 40 per cent of the sector, but this is of course far from enough, in particular with the absence of new supplies for more than 16 months.\u201d<\/p>\n\n\n\n<p>He reported the spread of watery diarrhoea, intestinal diseases, and eye infections in West Darfur.<\/p>\n\n\n\n<p>The situation in South Darfur is not much different. \u201cIf we suspect an infectious disease in an area, we only take basic precautions, as we do not have any technical equipment to determine the type of the disease,\u201d an emergency official at the South Darfur Ministry of Health in Nyala, capital of South Darfur, told Radio Dabanga yesterday.<\/p>\n\n\n\n<p>\u201cWe only have instantaneous reagents for the water testing laboratory in Nyala in which water pollution is confirmed or denied. But we cannot determine the type of pollution anymore, due to the damage done by the fighting to the Nyala Public Health Laboratory,\u201d the medic, who preferred not to be named, said.<\/p>\n\n\n\n<p>\u201cBefore the war, we used to take samples and send them to the National Stack Laboratory in Khartoum, or to the regional laboratory in Johannesburg, South Africa. Now, there is no way to do this, so if there is any suspicion about a disease in a certain area, it is treated as a positive case and we give the green light to deal with it if possible.\u201d<\/p>\n\n\n\n<p>The Central Darfur Health Ministry in Zalingei has adopted \u201ctraditional mechanisms in following up and investigating diseases, as the entire medical infrastructure, including laboratories, completely collapsed. In addition, many medical staff members fled the state,\u201d Mohamed El Amin Rizgallah, the head of the ministry explained to Radio Dabanga. &nbsp;<\/p>\n\n\n\n<p>\u201cWhat complicates the situation is the lack of coordination between the state and federal ministries of health, which also means that we do not have a budget anymore.\u201d<\/p>\n\n\n\n<p>Rizgallah reported the emergence of diseases such as ophthalmia and watery diarrhoea, and the spread of tuberculosis, in addition to the growing number of malnourished people. \u201cWe are facing all these problems in the absence of the federal Ministry of Health,\u201d he said, and expressed his gratitude to M\u00e9decins Sans&nbsp;Fronti\u00e8res (MSF) and the World Relief organisation \u201cthat work together with the ministry in some areas of emergency\u201d.<\/p>\n\n\n\n<p>He said that \u201cthe ministry, in coordination with MSF-Spain, has been able to rehabilitate the Zalingei Teaching Hospital by 70 per cent after it \u201centirely collapsed\u201d due to fierce fighting for the control of the city. \u201cNine other hospitals need urgent repair as well.<\/p>\n\n\n\n<p>The Central Darfuri health official called on the federal Health Ministry to provide budgets again, and on international organisations \u201cto intervene to save the health situation in the state\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275-1024x768.jpg\" alt=\"\" class=\"wp-image-20099739\" srcset=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275-1024x768.jpg 1024w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275-300x225.jpg 300w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275-150x113.jpg 150w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275-768x576.jpg 768w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275-231x173.jpg 231w, https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/09\/WhatsApp-Image-2024-09-06-at-17.45.50_6bf63275.jpg 1040w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>The Ed Daein Teaching Hospital in East Darfur damaged by the war (Photo: RD)<\/em><\/figcaption><\/figure>\n\n\n\n<p><strong>\u2018No parallel health system\u2019<\/strong><\/p>\n\n\n\n<p>As for the states that are difficult to reach, Leila Hamedelnil of the federal Health Ministry&#8217;s Emergency Department told Radio Dabanga that \u201cthe ministry continuously receives reports from these states.<\/p>\n\n\n\n<p>\u201cThe early warning system, activated in the case of disasters and emergencies, enables the ministry to obtain reports from the states by 85 per cent, whether through early warning, grassroots community monitoring, or youth surveillance systems.\u201d<\/p>\n\n\n\n<p>In previous statements, the federal Minister of Health Haisam Ibrahim called on relief organisations \u201cto only work through the competent authorities and not to create a parallel health system that could cause damage\u201d.<\/p>\n\n\n\n<p>He explained that \u201csome organisations tried to bring in medicines without the knowledge of the government\u201d and said that the de facto government in Port Sudan \u201caddressed the United Nations about its rejection of any parallel health system\u201d.<\/p>\n\n\n\n<p>Ibrahim said that \u201c50 per cent of Sudan does not receive humanitarian aid because of insecurity\u201d, and accused the RSF of intercepting routes to Darfur, Kordofan, El Gezira, Sennar, and the Blue Nile and White Nile states. The state-appointed tribal leaders were also responsible for executing policies, collecting taxes, and mobilising labour on behalf of the central government.
