{"id":20094412,"date":"2024-07-26T16:31:23","date_gmt":"2024-07-26T14:31:23","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20094412"},"modified":"2024-07-28T15:09:06","modified_gmt":"2024-07-28T13:09:06","slug":"un-genocide-prevention-adviser-sudan-is-so-much-more-than-burhan-and-hemedti","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/un-genocide-prevention-adviser-sudan-is-so-much-more-than-burhan-and-hemedti","title":{"rendered":"UN genocide prevention adviser: \u2018Sudan is so much more than Burhan and Hemedti\u2019"},"content":{"rendered":"\n<p><strong>Alice Wairimu Nderitu, the United Nations Under Secretary-General and Special Adviser of the Secretary-General on the Prevention of Genocide, was interviewed yesterday by Radio Dabanga at a  workshop organised by the United Nations Office of the Special Adviser on the Prevention of Genocide and the Aegis Trust in Kigali, the capital of Rwanda.<\/strong><\/p>\n\n\n\n<p>In an interview with<strong> <\/strong><a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/makers-of-dabanga-the-story-of-kamal-elsadig\" target=\"_blank\" rel=\"noreferrer noopener\">Kamal Elsadig<\/a>, editor-in-chief of Radio Dabanga, the UN special adviser for genocide prevention, Alice Nderitu, emphasised the crucial role of media in countering hate speech: \u201cNo genocide in the world has happened without being preceded, accompanied, or followed by hate speech. Journalists from all over the world are now here to create a plan of action to counter this.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/07\/\u062e\u0637\u0627\u0628-\u0627\u0644\u0643\u0631\u0627\u0647\u064a\u0629.mp3\"><\/audio><\/figure>\n\n\n\n<p>The three-day conference, organised by the Aegis Trust, the United Nations, and other partners, took place at the <a href=\"https:\/\/kgm.rw\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kigali Genocide Memorial<\/a>, which documents the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Rwandan_genocide\" target=\"_blank\" rel=\"noreferrer noopener\">1994 Rwandan Genocide against the Tutsi<\/a>. It focused on the role of journalists and the media in preventing incitement to violence that could lead to genocide.<\/p>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Today marks the conclusion of our 3-day workshop on \u201cCountering Hate Speech\u201d at <a href=\"https:\/\/twitter.com\/Kigali_Memorial?ref_src=twsrc%5Etfw\">@Kigali_Memorial<\/a>. Media stakeholders have shared valuable reflections, key takeaways, &amp; a strong commitment to countering hate speech &amp; preventing incitement to discrimination, hostility, or violence. <a href=\"https:\/\/t.co\/FfduMjx4v4\">pic.twitter.com\/FfduMjx4v4<\/a><\/p>&mdash; Aegis Trust (@Aegis_Trust) <a href=\"https:\/\/twitter.com\/Aegis_Trust\/status\/1816401273643507906?ref_src=twsrc%5Etfw\">July 25, 2024<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>Nderitu highlighted the importance of documenting hate speech, \u201cwhich is <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/mapping-sudans-baffling-propaganda-battlefield-on-social-media\" target=\"_blank\" rel=\"noreferrer noopener\">prevalent on social media<\/a> in Sudan\u201d, to hold perpetrators accountable: \u201cDocument, document, document all hate speech. This is essential for accountability when the time comes.\u201d<\/p>\n\n\n\n<p>Concerned over the rising levels of hate speech and incitement in Sudan, Nderitu told Radio Dabanga: \u201cWe have seen videos inciting Sudanese to fight each other, including videos from foreign countries. This information is crucial for accountability purposes\u201d.<\/p>\n\n\n\n<p>She also emphasised the importance of <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/darfur-atrocities-icc-prosecutors-urgent-appeal-for-evidence-and-testimony\" target=\"_blank\" rel=\"noreferrer noopener\">preserving evidence<\/a> for future legal actions, even in difficult circumstances where <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-telecom-networks-blackout-widens-amid-accusations\" target=\"_blank\" rel=\"noreferrer noopener\">access to technology is limited<\/a>. \u201cIf you take photos on your phone, please send them to somebody else. So that if you lose your phone, there is a record somewhere.<\/p>\n\n\n\n<p>\u201cPeople must keep memory alive and continue speaking about this. The time will come when they will be required as witnesses to what has happened in Sudan.\u201d<\/p>\n\n\n\n<p><strong>Risk of genocide<\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;If the security situation you have created is so bad that food cannot reach people, you need to understand that you are participating in their deaths and can be held accountable for genocide.\u201d<\/p>\n<cite>Alice Wairimu Nderitu, UN USG and Special Adviser of the Secretary-General on the Prevention of Genocide<\/cite><\/blockquote>\n\n\n\n<p>The UN special adviser on genocide prevention expressed her belief all the risk factors for genocide exist in Sudan, \u201c<a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/un-special-adviser-darfur-attacks-may-constitute-genocide-crimes-against-humanity-and-war-crimes\" target=\"_blank\" rel=\"noreferrer noopener\">especially in Darfur<\/a>, where there has been specific incitement to violence and intent to destroy certain ethnic communities\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/07\/\u0627\u0644\u0648\u0636\u0639-\u0641\u064a-\u0627\u0644\u0633\u0648\u062f\u0627\u0646.mp3\"><\/audio><\/figure>\n\n\n\n<p>She however noted that \u201conly a court of law\u201d can determine whether genocide has occurred in Sudan. \u201cThe International Criminal Court (ICC) prosecutor <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/saleh-mahmoud-icc-jurisdiction-may-expand-beyond-darfur\" target=\"_blank\" rel=\"noreferrer noopener\">now has jurisdiction<\/a> over the whole of Sudan, and some people have already <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/trial-of-darfur-janjaweed-colonel-of-colonels-ali-kushayb-resumes-at-icc\" target=\"_blank\" rel=\"noreferrer noopener\">been indicted<\/a>, but more needs to be done by the ICC.\u201d<\/p>\n\n\n\n<p>When discussing the ongoing <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ocha-sudan-continues-to-spiral-into-chaos\" target=\"_blank\" rel=\"noreferrer noopener\">humanitarian crisis<\/a> in Sudan, Nderitu condemned the warring factions in Sudan for <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudanese-legal-expert-hindering-access-to-aid-is-crime-against-humanity\" target=\"_blank\" rel=\"noreferrer noopener\">obstructing humanitarian aid<\/a>.<\/p>\n\n\n\n<p>\u201cIf the security situation you have created is so bad that food cannot reach people, you need to understand that you are participating in their deaths and can be held accountable for genocide. Those carrying guns in Sudan must know they can be held accountable for creating a situation where food cannot reach people\u201d, she warned.<\/p>\n\n\n\n<p>She called for concerted efforts from governments and the private sector to provide food aid, and applauded the UN and other humanitarian organisations that are \u201con the ground providing food\u201d despite <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/msf-sudan-evacuates-exhausted-khartoum-team\" target=\"_blank\" rel=\"noreferrer noopener\">security challenges<\/a>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cI do not understand why the world and the media have prioritised Ukraine and Gaza over Sudan. We should wake up every day and see the faces of Sudanese children dying, the women subjected to sexual violence, and the perpetrators brandishing their guns.\u201d<\/p>\n<\/blockquote>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/07\/\u0627\u0644\u0645\u062c\u0627\u0639\u0629-\u0648\u0627\u0644\u0627\u0632\u0645\u0629-\u0627\u0644\u0627\u0646\u0633\u0627\u0646\u064a\u0629-\u0648\u0627\u0644\u0627\u062c\u0631\u0627\u0621\u0627\u062a-\u0627\u0644\u062a\u064a-\u0627\u062a\u062e\u0630\u062a\u0647\u0627-\u0644\u0645\u0646\u0639-\u0648\u0642\u0648\u0639-\u0627\u0644\u0627\u0628\u0627\u062f\u0629.mp3\"><\/audio><\/figure>\n\n\n\n<p>Nderitu has released 10 <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/genocide-advisor-briefs-un-security-council-on-genocide-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">statements on Sudan<\/a> in her capacity as USG, \u201cmore than any other situation I have addressed\u201d, to raise awareness and urge preventive measures. \u201cI have issued quite a number of <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/un-adviser-on-genocide-sudan-conflict-has-strong-identity-based-components\" target=\"_blank\" rel=\"noreferrer noopener\">statements<\/a> on Sudan in the past about the Blue Nile, about Kordofan. And now I have also issued statements about Khartoum\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/07\/\u0631\u0633\u0627\u0644\u0629-\u0644\u0644\u0633\u0648\u062f\u0627\u0646\u064a\u064a\u0646-\u0636\u062d\u0627\u064a\u0627-\u0627\u0644\u062d\u0631\u0628.mp3\"><\/audio><\/figure>\n\n\n\n<p>Frustrated at the international community for not prioritising Sudan compared to other conflicts, Nderitu told Elsadig: \u201cI do not understand why the world and the media have prioritised Ukraine and Gaza over Sudan. We should wake up every day and see the faces of Sudanese <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-hunger-crisis-at-least-six-children-die-per-month-in-south-darfur-camp\" target=\"_blank\" rel=\"noreferrer noopener\">children dying<\/a>, the women subjected to <a href=\"https:\/\/dabangasudan.org\/en\/all-news\/article\/report-sexual-violence-the-forgotten-atrocities-of-sudan-war\" target=\"_blank\" rel=\"noreferrer noopener\">sexual violence<\/a>, and the perpetrators brandishing their guns\u201d.<\/p>\n\n\n\n<p><strong>A way forward<\/strong><\/p>\n\n\n\n<p>While Nderitu noted to Dabanga that the UNSG <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-govt-terminates-unitams-un-secretary-general-appoints-new-envoy\" target=\"_blank\" rel=\"noreferrer noopener\">appointed a special envoy<\/a>, Ramtane Lamamra, to <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-humanitarian-talks-in-geneva-end-without-agreement\" target=\"_blank\" rel=\"noreferrer noopener\">mediate between the conflicting parties<\/a>, she nonetheless emphasised the need for a comprehensive approach to resolving the conflict, involving not just the two generals but the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/former-sudan-fm-calls-for-a-civilian-third-way-to-end-the-war\" target=\"_blank\" rel=\"noreferrer noopener\">broader Sudanese society<\/a>. \u201cSudan is more than General Burhan and General Hemedti. We need to start talking to those other people to see in what direction Sudan can go&#8221;.<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/www.dabangasudan.org\/wp-content\/uploads\/2024\/07\/\u0631\u0633\u0627\u0644\u0629-\u0644\u0644\u0633\u0648\u062f\u0627\u0646\u064a\u064a\u0646-\u0636\u062d\u0627\u064a\u0627-\u0627\u0644\u062d\u0631\u0628-1.mp3\"><\/audio><\/figure>\n\n\n\n<p>She concluded with a plea for resilience, expressing her hope for a better future for Sudan. \u201cI speak to you as a sister; my heart is completely broken. Please, do not give up. One day, you will go back to Sudan, and it will be the country it was before, or even better. Under our watch, we will not allow Sudan to become lawless.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls
