The outages are causing a severe cash crisis in the country. The managing director of <em>Zain<\/em> Sudan confirmed to Dabanga that the company\u2019s services have been cut by the Rapid Support Forces (RSF).<\/strong><\/p>\n\n\n\n<p>While large parts of Darfur and Kordofan have been experiencing\u00a0<a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-telecom-networks-blackout-widens-amid-accusations\" target=\"_blank\" rel=\"noreferrer noopener\">months-long blackouts<\/a>, forcing people to use <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/satellite-internet-surge-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">Starlink<\/a> satellite communication network, the rest of Sudan remains for a large part cut off from the outer world <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-telecom-networks-blackout-widens-amid-accusations\" target=\"_blank\" rel=\"noreferrer noopener\">for nearly three weeks<\/a>.<\/p>\n\n\n\n<p><em>Zain<\/em> and MTN networks continue to be down. The third main provider, <em>Sudani<\/em>, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/communications-blackout-el-sudani-network-restored\" target=\"_blank\" rel=\"noreferrer noopener\">returned in areas<\/a> controlled by the Sudanese Armed Forces (SAF) in eastern and northern Sudan a week ago.<\/p>\n\n\n\n<p><em>Sudani<\/em> announced the resumption of its services in 21 centres in Northern State and River Nile state, and in Port Sudan, Kassala, and El Gedaref. The new tariffs for internet packages range from SDG650* per 500MB to SDG4,000 for 10GB.<\/p>\n\n\n\n<p>\u201cThe quality of the restored Sudani internet service is far from good, and varies from one area to another,\u201d sources reported to Dabanga.<\/p>\n\n\n\n<p>The <em>Sudani <\/em>network returned after a new data centre was set up in Port Sudan, capital of Red Sea state, where the de facto Sudanese government moved to following the outbreak of the violent conflict between the SAF and the paramilitary Rapid Support Forces (RSF) in Khartoum in April last year.<\/p>\n\n\n\n<p>Unverified reports claim that <em>Zain<\/em> services may be restored in the coming days after the provider also manages to establish a new data centre in Port Sudan.<\/p>\n\n\n\n<p>The internet outage has led to a severe cash crisis in the country. In various neighbourhoods in Khartoum state, the commission for cash delivery of bank transfers reached 30 per cent. Across the country, commodity prices are soaring.<\/p>\n\n\n\n<p><strong>Control<\/strong><strong><\/strong><\/p>\n\n\n\n<p>The RSF controls all the main data centres of <em>Zain<\/em>, <em>Sudani<\/em>, and MTN in Khartoum.<\/p>\n\n\n\n<p>The Sudanese Telecommunications and Postal Regulatory Authority accused the RSF in early February of forcing the three provides to shut down telecommunications and internet service to demand the return of networks to Darfur, but the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/rsf-denies-being-behind-communication-blackout-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">RSF denied<\/a> the claim, accusing\u00a0the telecommunications authority of being affiliated with the SAF.<\/p>\n\n\n\n<p>The resistance committees of Hasaheisa in El Gezira yesterday renewed their accusation that the RSF carried out sabotage operations on the Internet and telecommunications infrastructure.<\/p>\n\n\n\n<p>In a statement on social media, the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-activists-reject-both-warlords-call-for-participation-in-peace-talks\" target=\"_blank\" rel=\"noreferrer noopener\">resistance committees<\/a> also accused the SAF of depriving El Gezira and other states controlled by the RSF of the Sudani network.<\/p>\n\n\n\n<p>The statement denounced the communications companies&#8217; disclaimer of responsibility to provide services \u201cto those who deserve them\u201d and \u201cthe failure to explain the reasons for the absence of the network and communications for so long\u201d.<\/p>\n\n\n\n<p><strong>\u2018Not on purpose\u2019<\/strong><\/p>\n\n\n\n<p>The managing director of <em>Zain<\/em> Sudan, Security Lt Gen El Fateh Orwa, confirmed last week that the RSF had cut off the company\u2019s communication and Internet services.<\/p>\n\n\n\n<p>\u201cThe control of <em>Zain<\/em>\u2019s main database that serves all of Sudan, is located in Jabra in southern Khartoum. Restoring the service only requires returning access of our technical team to the operation buttons,\u201d he explained, and stressed that the company \u201cdid not receive instructions from any party to cut off the service, whether from the government or others\u201d.<\/p>\n\n\n\n<p>Orwa, who was speaking in a live broadcast on the <em>Tanweer<\/em> platform via social media, described the problem as \u201csimple but in a complex situation.<\/p>\n\n\n\n<p>\u201cCutting off the service is an easy process that requires no effort other than shutting down the power generators,\u201d he explained. \u201cYet, throughout the past period, the RSF let the technical team of <em>Zain<\/em> do their work normally.<\/p>\n\n\n\n<p>The RSF however decided to disconnect the generators that power the database in Jabra \u201cbecause they believe that <em>Zain<\/em> cut off its services in Darfur on purpose, not because of the rampant insecurity there\u201d.<\/p>\n\n\n\n<p><em>Zain<\/em> Sudan then sought to cooperate with the RSF to restore the services in the western region. \u201cAfter they agreed, our maintenance team began working, but not much later we were surprised to hear that the RSF closed the network throughout the country without any reason.<\/p>\n\n\n\n<p>\u201cSo, the return of the network lies in the hands of RSF,\u201d the <em>Zain<\/em> Sudan manager said and warned that \u201cany delay in restoring the services will cause additional complications when restarting again\u201d.<\/p>\n\n\n\n<p>Last year in September, the RSF allowed Zain engineers to <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/zain-restores-mobile-and-internet-services-in-darfur-cities-as-shelling-persists\" target=\"_blank\" rel=\"noreferrer noopener\">restore the network in Nyala<\/a>, capital of South Darfur and other cities in the region. In November, activists in El Geneina, West Darfur, told Dabanga that the Zain network <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/prominent-darfur-leader-killed-by-rsf-in-el-geneina\" target=\"_blank\" rel=\"noreferrer noopener\">returned partially<\/a>.<\/p>\n\n\n\n<p><strong>\u2018Strategic error\u2019<\/strong><\/p>\n\n\n\n<p>Engineer Hossam Osman, who worked for <em>Zain<\/em> and <em>Mobitel<\/em>, told Dabanga that the SAF and the RSF each have their own communications network, so they are not affected by the blackout. He expressed his regret that the RSF obtained their own network during the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-pm-abdallah-hamdok-resigns-amid-unrelenting-civic-unrest\" target=\"_blank\" rel=\"noreferrer noopener\">transitional civilian government<\/a> chaired by PM Abdallah Hamdok (2019-2021).<\/p>\n\n\n\n<p>Regarding the fact that the army first disconnected communication networks in Darfur when the battles intensified in the region, engineer Osman explained that the networks in Darfur were already experiencing problems before the outbreak of the war, due to the dire security conditions in the region.<\/p>\n\n\n\n<p>\u201cThings got worse after the war erupted. At first, both sides to the conflict did not want to cut off communications, but they decided to do this when the battles escalated.\u201d<\/p>\n\n\n\n<p>Osman denied rumours that the RSF threatened to cut off telecommunication and Internet in northern and eastern Sudan until the networks were restored in Darfur, though he did not rule out that the current communications blackout is related to political issues.<\/p>\n\n\n\n<p>He said he does not believe that the Internet shutdown has something to do with reports about the arrival of <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/iran-govt-welcomes-sudans-request-to-restore-bilateral-relations\" target=\"_blank\" rel=\"noreferrer noopener\">Iranian drones<\/a> to the army at the time the blackout started. He further ruled out that the communications blackout is related to an <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-army-and-rsf-will-continue-fighting-until-victory\" target=\"_blank\" rel=\"noreferrer noopener\">alleged coup attempt<\/a> within the SAF last week.<\/p>\n\n\n\n<p>The engineer expressed his regret about seeing \u201cno solution on the horizon other than the two parties to the conflict refraining from using communications networks as a weapon in their war\u201d.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><em>* The middle rate of the US Dollar at the Faisal Islamic Bank today <a href=\"https:\/\/fib-sd.com\/en\" target=\"_blank\" rel=\"noreferrer noopener\">amounts to SDG1,144<\/a>.
