{"id":20062787,"date":"2023-12-15T17:17:35","date_gmt":"2023-12-15T16:17:35","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20062787"},"modified":"2023-12-24T11:53:37","modified_gmt":"2023-12-24T10:53:37","slug":"us-department-of-states-africa-media-hub-discusses-sudan-crimes","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/us-department-of-states-africa-media-hub-discusses-sudan-crimes","title":{"rendered":"US Department of State\u2019s Africa Media Hub discusses Sudan crimes"},"content":{"rendered":"\n<p><strong>The US Department of State\u2019s Africa Regional Media Hub based in South Africa yesterday organised a discussion following a digital press briefing on Sudan by the US State Department Ambassador-at-Large for Global Criminal Justice, Beth Van Schaack, about the determination made by Secretary of State Antony Blinken that members of the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) have unleashed &#8216;horrific violence&#8217; in the country since mid-April.<\/strong>\u00a0<\/p>\n\n\n\n<p>On December 6, US Secretary of State Anthony Blinken <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/us-sec-blinken-saf-rsf-both-guilty-of-horrific-war-crimes-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">officially accused<\/a> the Sudanese army and the RSF for committing &#8220;war crimes, crimes against humanity, and ethnic cleansing&#8221; in Sudan since the outbreak of fighting on April 15. <\/p>\n\n\n\n<p>Ambassador Van Schaack began <a href=\"https:\/\/www.state.gov\/digital-press-briefing-war-crimes-crimes-against-humanity-and-ethnic-cleansing-determination-in-sudan\/?fbclid=IwAR2yCuORtWDJIxL9zzloNTr858Bct-dvfRkyW3YAVXU2OObZckS6Gr4sLXA_aem_AU1BwYeRjHi1VR-lZrJXdB3sE_ZC93xJJ0ozYajdhz7aTxP5yE7srNNVo7x-ru5tD8o\" target=\"_blank\" rel=\"noreferrer noopener\">the press briefing<\/a> with numbers: \u201cTo date, according to the data we have, at least 10,000 people have been killed and over 6.8 million people have been displaced from their homes.\u201d Thousands of people have been swept into <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-groups-launch-where-did-you-take-them-campaign-against-forced-disappearances\" target=\"_blank\" rel=\"noreferrer noopener\">detention sites<\/a> in and around Khartoum, where we know that some have been tortured and some have been killed, Van Schaack stated.<\/p>\n\n\n\n<p>The war has also been waged on the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/50-new-instances-of-rape-reported-in-south-darfur\" target=\"_blank\" rel=\"noreferrer noopener\">bodies of women and girls<\/a> who have been terrorized by deliberate, systemic sexual violence inflicted by the RSF and its allied militia forces, she said. They are attacked in their homes; they are kidnapped from the streets; women and girls have been subjected to conflict-related sexual violence including rape, gang rape, and <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/dba-reports-about-women-slave-markets-in-north-darfur-not-confirmed\" target=\"_blank\" rel=\"noreferrer noopener\">sexual slavery<\/a>.<\/p>\n\n\n\n<p>\u201cSurvivors are often unable to access any kinds of medical care or psychological support, thus leaving lasting trauma,\u201d Van Schaack said.<\/p>\n\n\n\n<p>Based upon a careful review of the facts and a legal analysis, the Secretary of State recently determined that members of the SAF and the RSF <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/us-sec-blinken-saf-rsf-both-guilty-of-horrific-war-crimes-in-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">have committed war crimes<\/a>, she explained.&nbsp;\u201cHe also determined that members of RSF and their allied militias have committed crimes against humanity and ethnic cleansing in Darfur.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>The US ambassador for Global Criminal Justice further said that the USA hopes \u201cto rally the international community to help us end the violence, address the humanitarian crisis, and promote justice for survivors and victims\u201d.<\/p>\n\n\n\n<p>Van Schaack acknowledged the important work that <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudanese-journalists-syndicate-reports-killing-raids-threats-in-june\" target=\"_blank\" rel=\"noreferrer noopener\">journalists<\/a> have done in this case.&nbsp;\u201cThey have not been deterred by the violence on the ground, and so we really appreciate, particularly some of the regional media centers, to continue to cover these issues.\u201d<\/p>\n\n\n\n<p><strong>ICC<\/strong><\/p>\n\n\n\n<p>The USA applauded the recent announcement that alleged war crimes and crimes against humanity committed during the current fighting may be subject to investigation and prosecution before the International Criminal Court.&nbsp;<\/p>\n\n\n\n<p>The ICC prosecutor\u2019s office has announced that it has <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/prosecutor-icc-has-started-investigations-into-darfur-violence\" target=\"_blank\" rel=\"noreferrer noopener\">commenced focused investigations<\/a> onto recent events.&nbsp;\u201cAnd we urge all states to cooperate with this investigation.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>The USA will also continue to support Sudanese-led documentation efforts, particularly those that are survivor-centred and trauma-informed.&nbsp;<\/p>\n\n\n\n<p><strong>Assistance<\/strong><\/p>\n\n\n\n<p>The USA remains the largest single donor of humanitarian aid to the people of Sudan.&nbsp;\u201cWe\u2019re providing nearly $895 million in total humanitarian assistance in Fiscal Year 2023 through USAID, through the Department of State\u2019s Bureau of Population, Refugees, and Migration, and other sources.<\/p>\n\n\n\n<p>\u201cFinally, we are working to end the fighting through diplomatic means with a team of experienced diplomats, working with regional partners like IGAD and the African Union and other intergovernmental institutions to facilitate the delivery of humanitarian assistance, establish ceasefires and other confidence-building measures, and building towards a permanent cessation of hostilities,\u201d Van Schaack stated.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cSudan\u2019s future \u2013 political future belongs to the Sudanese people.&nbsp;They deserve a future that fulfils their aspirations for freedom, peace, and justice.&nbsp;And we\u2019re working with a number of partners to achieve this outcome,\u201d she ended her briefing, after which she answered questions of the journalists attending the discussion.<\/p>\n\n\n\n<p><strong>Sources<\/strong><\/p>\n\n\n\n<p>On the question of Mohamed Nyala from <em>Darfur24<\/em> about the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudans-fm-rejects-biased-un-proposal-on-human-rights-mechanism\">Sudanese government\u2019s refusal<\/a> to allow the independent investigation committee as announced by the UN Human Rights Council in September, to do its work, Van Schaack answered that \u201cit\u2019s now possible to do very comprehensive investigations without ever stepping foot in the country.&nbsp;<\/p>\n\n\n\n<p>\u201cThe fact-finding mission will be able to do the same with respect to those communities, but also will be able to review open-source information, satellite imagery.&nbsp; They will be able to scrub social media sites.&nbsp;They can utilize the work of journalists who are able to gain access to the country.&nbsp;And they have access to the reports produced by the Conflict Observatory at Yale.\u201d&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Mohamed Maher of the Egyptian <em>Al Masry Al Youm<\/em>&nbsp;newspaper wondered about the key findings that led to the determination of war crimes and ethnic cleansing in Sudan. &nbsp;<\/p>\n\n\n\n<p>\u201cWe look at a whole range of sources of information,\u201d Van Schaack replied.&nbsp;\u201cAs I mentioned before, we really look very closely at credible journalistic reporting, and thank you for all of you for covering this conflict so carefully.&nbsp;We also have our own internal intelligence sources that we\u2019re able to review.&nbsp; We look at the reports that emerge from credible human rights organizations, including very large multinational organizations like the Human Rights Watches of the world.\u201d<\/p>\n\n\n\n<p>She added that \u201cwe also look at Sudanese-led documentation efforts.&nbsp;And we have our own Conflict Observatory that\u2019s able to do very sophisticated open-source analyses.\u201d<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><em>* The Africa Regional Media Hub, based in Johannesburg, South Africa, is part of the US Department of State\u2019s Bureau of Public Affairs and works to connect US policy makers and experts with media in sub-Saharan Africa.
