{"id":20039608,"date":"2023-05-12T14:08:08","date_gmt":"2023-05-12T12:08:08","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20039608"},"modified":"2023-10-26T20:19:40","modified_gmt":"2023-10-26T18:19:40","slug":"jeddah-agreement-welcomed-but-also-met-with-scepticism-in-sudan","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/jeddah-agreement-welcomed-but-also-met-with-scepticism-in-sudan","title":{"rendered":"<strong>Jeddah agreement welcomed but also met with scepticism in Sudan<\/strong>"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-6c531013 wp-block-group-is-layout-flex\">\n<p><strong>KHARTOUM \/ JEDDAH &#8211;<\/strong><\/p>\n\n\n<div style=\"font-style:normal;font-weight:600;\" class=\"wp-block-post-date\"><time datetime=\"2023-05-12T14:08:08+02:00\">12\/05\/2023<\/time><\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>Sudan\u2019s mainstream Forces for Freedom and Change (FFC-Central Council) has welcomed the agreement between&nbsp;the Sudan Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) to allow safe escape routes and passage of humanitarian aid in the country. Yet optimism over the Declaration of Principles, signed in the Saudi city of Jeddah yesterday, is tinged with caution as the warring parties did not agree on a cessation of hostilities. Others expressed sheer scepticism.<\/strong><\/p>\n\n\n\n<p>The FFC-CC welcomed the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-warring-parties-in-jeddah-agree-on-protections-of-civilians\" target=\"_blank\" rel=\"noreferrer noopener\">Jeddah Declaration to Protect Civilians<\/a> in the country. In a statement this morning, the alliance said it considers the agreement \u201can important first step towards ending the war that has been going on in the country since April 15\u201d and urged the two parties to \u201cstrictly and seriously adhere to what has been agreed upon\u201d.<\/p>\n\n\n\n<p>The FFC-CC, an alliance of pro-democratic parties, thanked the friends of the Sudanese, in particular Saudi Arabia and the USA, \u201cfor their role and efforts in brokering the negotiations between the two parties\u201d. \u00a0<\/p>\n\n\n\n<p>The alliance further stated that it looks forward to \u201ca comprehensive, permanent and final cessation [of hostilities]\u201d, the fulfilment of \u201cthe aspirations of the Sudanese people regarding a civil democratic transition\u201d, including \u201csecurity and military reform that leads to a single professional and national army committed to its constitutional duties and being subject to civilian governing bodies\u201d.<\/p>\n\n\n\n<p>Osama Saeed, the spokesperson for the Sudan Revolutionary Front alliance of rebel signatories of the 2020 Juba Peace Agreement, told <em>Al Araby Al Jadeed<\/em> that the Jeddah Declaration \u201cserves as a basic basis for launching dialogue on issues of permanent ceasefire and monitoring mechanisms, and all dispute resolution talks that start from that point\u201d.<\/p>\n\n\n\n<p>He expressed his optimism that the signing would lead to an end to the war, \u201cif there is a will on both sides\u201d.<\/p>\n\n\n\n<p><strong>Ownership<\/strong><\/p>\n\n\n\n<p>Kholood Khair, broadcaster and founding Director of Confluence Advisory, a think-and-do-tank in Khartoum, is much less optimistic. \u201cAnyone watching Saudi news channels would think that the Declaration of Commitment (or Humanitarian Declaration in Arabic) signed between SAF and the RSF were the Treaty of Versailles. It is not,\u201d <a href=\"https:\/\/twitter.com\/KholoodKhair\/status\/1656801032465264641?t=TQ7G1xD8RTYvGXCvR_2BXA&amp;s=09\">she tweeted<\/a> after the signing ceremony in Jeddah.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>It&#8217;s another document signed to legitimise the signatories as well as the (thus far unsuccessful) approach of the mediators. No announcement has been made by SAF, the RSF, the Sovereignty Council, nor even the hapless SUNA. So, we must ask, to what extent do the sides even own it?\u201d<\/p>\n<cite>&#8211; Kholood Khair<\/cite><\/blockquote>\n\n\n\n<p>\u201cIt is not a truce nor a ceasefire. It does not mention accountability for the past 27 days of mayhem and murder. Neither does it have monitoring or observation mechanisms built-in. Neither can it be implemented when both SAF and RSF have glaring command and control issues. Neither does it mention Darfur, though Khartoum is mentioned,\u201d she stated.<\/p>\n\n\n\n<p>\u201cSo, what is it? It&#8217;s another document signed to legitimise the signatories as well as the (thus far unsuccessful) approach of the mediators. No announcement has been made by SAF, the RSF, the Sovereignty Council, nor even the hapless SUNA. So, we must ask, to what extent do the sides even own it?\u201d<\/p>\n\n\n\n<p>Journalist Dalia Eltaher warned for more extensive fighting in <a href=\"https:\/\/twitter.com\/dalia_eltahir\/status\/1656791424765943808?t=M_e8WwXXpDncyG7M93TC-g&amp;s=09\">a tweet<\/a> this early morning. \u201cThe reference [in the agreement] to emptying Khartoum of its inhabitants predicts more news of increased frequent and violent clashes in the coming days.\u201d<\/p>\n\n\n\n<p>The Darfur Bar Association (DBA) reacted this morning by saying that \u201cinstead of proposing binding measures that force the two parties to stop the war, the Jeddah Agreement provides for securing safe passages by evacuating homes and facilities, which implicitly means a continuation of the fighting while the fate of further negotiations remains unknown\u201d.<\/p>\n\n\n\n<p><strong>Lower ranks<\/strong><\/p>\n\n\n\n<p>The AU-IGAD-UN Trilateral Mechanism that has been brokering negotiations between Sudan\u2019s military junta and a number of civilian opposition parties under the umbrella of the FFC-CC since last year, welcomed the Jeddah Declaration in a <a href=\"https:\/\/unitams.unmissions.org\/en\/statement-trilateral-mechanism-signing-declaration-commitment-protect-civilians-sudan\">press statement yesterday<\/a> evening.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The parties must convey clear and unequivocal instructions to lower ranks to abide by the Declaration of Commitments and facilitate the safe passage of humanitarian assistance.<\/p>\n<cite>&#8211; Trilateral Mechanism<\/cite><\/blockquote>\n\n\n\n<p>The Mechanism also seems to doubt the ability of both warring parties to control their forces, as it urged \u201cthe parties to immediately exert all effort to translate these commitments to meaningful action on the ground.
