{"id":20031487,"date":"2023-03-03T12:29:22","date_gmt":"2023-03-03T11:29:22","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20031487"},"modified":"2023-03-05T13:16:05","modified_gmt":"2023-03-05T12:16:05","slug":"sudans-army-commander-optimistic-about-formation-new-govt","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudans-army-commander-optimistic-about-formation-new-govt","title":{"rendered":"<strong>Sudan\u2019s army commander optimistic about formation new govt<\/strong>"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-6c531013 wp-block-group-is-layout-flex\">\n<p><strong>KHARTOUM &#8211;<\/strong><\/p>\n\n\n<div style=\"font-style:normal;font-weight:700;\" class=\"wp-block-post-date\"><time datetime=\"2023-03-03T12:29:22+01:00\">03\/03\/2023<\/time><\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>The head of the Sovereignty Council and commander of the Sudan Armed Forces, Lt Gen Abdelfattah El Burhan, has expressed his optimism about the signing of a Final Agreement between the military and the civilian opposition, which will pave the way for the formation of a new government.<\/strong><\/p>\n\n\n\n<p>In an interview with the Qatari <em>Al Sharq<\/em> newspaper, El Burhan affirmed the military&#8217;s commitment to the Framework Agreement, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-s-long-awaited-framework-agreement-signed-between-military-and-civilian-bodies\">signed on December 5 last year<\/a>, signed by the junta and more than 40 opposition parties and groups, under the umbrella of the mainstream Forces for Freedom and Change (FFC-Central Council).<\/p>\n\n\n\n<p>The military establishment supports the desired democratic transition process and will exit from the political scene as soon as a new civilian prime minister has been appointed, he said.<\/p>\n\n\n\n<p>He noted that the military will work with all parties \u201cto persuade those who oppose reaching a final agreement, as the current political process cannot reach its goals in isolation from the rest of the political forces.\u201d<\/p>\n\n\n\n<p>The army leader lauded the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/more-parties-reject-egyptian-dialogue-initiative\">initiative put forward by Cairo in early January<\/a> that came \u201cwithin the framework of Egypt&#8217;s pivotal role in resolving the current crisis, by organising a Sudanese-Sudanese dialogue that ultimately will lead to a real, lasting and comprehensive settlement\u201d. He expressed his hope that the proposed initiatives would result in a broad consensus that will facilitate the democratic transition process.<\/p>\n\n\n\n<p>He called the economic situation the biggest challenge for the new, civilian government which should \u201ccarry out comprehensive economic reforms to end the economic deterioration\u201d.<\/p>\n\n\n\n<p>El Burhan further accused parties he did not name of seeking to eliminate the Sudanese state through tribal fighting and regional wars and questioning the leadership of the army.<\/p>\n\n\n\n<p><strong>Hold-out groups<\/strong><\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.africaintelligence.com\/eastern-africa-and-the-horn\/2023\/03\/01\/khartoum-civil-coalition-turns-to-salva-kiir-to-save-december-framework-deal,109919163-bre\">FFC-CC has reportedly urged<\/a> the South Sudanese authorities to intercede with Jibril Ibrahim, leader of the Justice and Equality Movement (JEM) and Minni Minawi , head of the breakaway Sudan Liberation Movement (SLM-MM), to convince them to sign the Framework Agreement.&nbsp;<\/p>\n\n\n\n<p>The JEM and SLM-MM are members of the FFC-Democratic Block <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudanese-rebel-movements-and-opposition-parties-form-new-alliance-the-ffc-democratic-block\">formed in early November last year<\/a> and which <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/mix-of-optimism-and-doubt-as-egypt-brokered-sudan-conference-concludes\">attended the Sudanese-Sudanese dialogue in Cairo<\/a> in February. The FFC-CC, that rejected the \u201c<a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/framework-agreement-signatories-reject-egyptian-dialogue-proposal\">Egyptian interference<\/a>\u201d, refuses to acknowledge the FFC-DB, and keeps to the principle that <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-says-not-all-groups-are-entitled-to-sign-sudan-framework-agreement-sparking-criticism\">the only parties from the FFC-DB entitled to sign the Framework Agreement<\/a> are those that have been previously agreed upon, namely the JEM and the SLM-MM.<\/p>\n\n\n\n<p>JEM leader Jibril Ibrahim, who is also deputy head of the FFC-DB, and acting Minister of Finance, <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/nup-hopes-to-convince-non-signatories-to-join-sudan-framework-agreement\">said in December<\/a> that he will not sign the Framework Agreement if the amendments proposed by the FFC-DB are not included in the text. \u201cWhoever expects to be able to convince us to sign is delusional.\u201d<\/p>\n\n\n\n<p><strong>Transitional justice<\/strong><\/p>\n\n\n\n<p>On Thursday, the AU-IGAD-UNITAMS <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-expects-to-sign-agreement-with-military-soon-but-in-two-stages\">Trilateral Mechanism that is brokering<\/a> the dialogue between the military junta led by El Burhan and various opposition parties headed by the FFC-CC, announced the holding of a series of meetings in Khartoum on justice and transitional justice.<\/p>\n\n\n\n<p>The mechanism said in a press statement that it held a meeting on Wednesday with representatives of the Civil Coalition for Transitional Justice, the signatories to Framework Agreement, as well as Sudanese experts in the field of justice.<\/p>\n\n\n\n<p>The preparatory meetings will continue in the coming days and include members of international organisations active in the field of justice.<\/p>\n\n\n\n<p>The FFC-CC announced in November last year that an agreement with the military to withdraw from the political scene would be <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-expects-to-sign-agreement-with-military-soon-but-in-two-stages\">done in two stages<\/a>. After the signing of the Framework Agreement, dialogue conferences on five contentious issues (empowerment removal, transitional justice, reform of security and military institutions, a review of the 2020 Juba Peace Agreement, and the issue of eastern Sudan)&nbsp;would be launched in Khartoum. The outcomes were to be discussed with the junta and laid down in a Final Agreement after which a new civilian government of technocrats is to be formed.&nbsp;<\/p>\n\n\n\n<p>The conferences on <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/first-phase-of-lead-up-to-framework-agreement-concludes-in-sudan-capital\">empowerment removal<\/a>, the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/khartoum-jpa-conference-under-fire-as-cairo-workshop-forms-committees\">Juba Peace Agreement<\/a>, and the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/eastern-sudan-conference-continues-amidst-criticism-of-poor-organisation\">issue of eastern Sudan<\/a> took place in January and February.<\/p>\n\n\n\n<p>In end January, the FFC-CC officially <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-framework-agreement-justice-and-military-reform-conferences-may-be-postponed\">confirmed rumours<\/a> on the postponement of the conferences on (transitional) justice and security and military reform, and announced that they would be held <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-to-postpone-two-thorny-issues-until-after-sudan-has-transitional-government\">after the formation of a new civilian
