{"id":20031237,"date":"2023-03-01T12:19:13","date_gmt":"2023-03-01T11:19:13","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20031237"},"modified":"2023-05-31T12:04:10","modified_gmt":"2023-05-31T10:04:10","slug":"sudan-public-new-policies-fail-to-address-disastrous-economic-situation","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-public-new-policies-fail-to-address-disastrous-economic-situation","title":{"rendered":"Sudan public: New policies fail to address &#8216;disastrous&#8217; economic situation"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-6c531013 wp-block-group-is-layout-flex\">\n<p style=\"font-style:normal;font-weight:600\"><strong>KHARTOUM \/ OMDURMAN &#8211; <\/strong><\/p>\n\n\n<div style=\"font-style:normal;font-weight:600;\" class=\"wp-block-post-date\"><time datetime=\"2023-03-01T12:19:13+01:00\">01\/03\/2023<\/time><\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>Traders, vendors, consumers, and economists in Khartoum denounced the doubling of customs duties on more than 100 import commodities and the Ministry of Finance&#8217;s intention to lift subsidies on gas, warning of dire consequences.<\/strong>&nbsp;<strong>The amendments to several laws by the Ministry of Finance aim to give the military institution&nbsp;more power over the economy, a lawyer told Radio Dabanga.&nbsp;<\/strong><\/p>\n\n\n\n<p>Various people from Omdurman told Radio Dabanga that \u201cthe unjustified increase\u201d in customs duties from 15 to 30 per cent \u201cwill worsen livelihoods even more.\u201d&nbsp;<\/p>\n\n\n\n<p>A merchant at the Omdurman Market said that they all are affected by the increases, which he said would lead to more economic stagnation. \u201cThe month of Ramadan is approaching and people need to buy extra commodities to prepare for the fasting month,\u201d he said.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Ibrahim Abdallah said that lifting gas subsidies will increase people\u2019s&nbsp;suffering. The increase in customs will affect prices and lead to further weakening of purchasing power, said the Mansoura neighbourhood&nbsp;grocery owner.&nbsp;<\/p>\n\n\n\n<p>Shopper Fatima Adam called on Sudanese politicians \u201cto abandon their conflicts over seats and deal with the disastrous economic situation.\u201d&nbsp;<\/p>\n\n\n\n<p>Amal El Sayed, complained that she is forced to sell homemade ice cream on the street to supplement their household expenses.\u00a0<\/p>\n\n\n\n<p>Another woman, Amna, also complained about the deterioration of the economic situation with the advent of the month of Ramadan. \u201cThe increase in customs duties on imported goods will definitely increase our suffering and lead to hunger, as many people hardly eat enough anymore.\u201d\u00a0<\/p>\n\n\n\n<p>People in Darfur also rejected the recent \u201cunfair decisions\u201d taken by the Ministry of Finance. El Tijani Yousef, head of the West Darfur Chamber of Commerce, said that the 100 per cent increase in customs duties already led to a significant rise in prices.&nbsp;<\/p>\n\n\n\n<p>\u201cThe country has been in a state of general stagnation for months. Many exports and imports have already stopped.\u201d He called on politicians to give priority to the \u201ccommon interest\u201d and end the current political, economic, and security crises by reaching a consensus.&nbsp;<\/p>\n\n\n\n<p><strong>Economic consequences<\/strong>&nbsp;<\/p>\n\n\n\n<p>The decision to increase customs duties has been <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/economist-sudan-factories-will-go-bust-if-tariff-increases-go-ahead\" target=\"_blank\" rel=\"noreferrer noopener\">described by many economists<\/a> as \u201cadding fuel to the fire\u201d of Sudan\u2019s economic malaise.&nbsp;Economist Haisam Fathi confirmed that the increase will increase poverty rates in the country, especially since the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/poverty-in-sudan-risen-to-65\" target=\"_blank\" rel=\"noreferrer noopener\">poverty rate<\/a> already exceeds 65 per cent.&nbsp;<\/p>\n\n\n\n<p>He told Radio Dabanga that \u201cthe decision of the Finance Ministry is bad and ill-considered\u201d and explained that \u201cthe government wants to use the levies to finance the budget.\u202fThe 2023 national budget depends on customs fees and an increase in service fees.\u201d&nbsp;<\/p>\n\n\n\n<p>He called on the authorities \u201cto limit the spread of financial and administrative corruption, along with unemployment, instead of exhausting people through levies.\u201d&nbsp;<\/p>\n\n\n\n<p>The economist explained that \u201cthe problem of the Sudanese economy is represented in the lack of volume of exports and dependence on imports, which led to the scarcity of foreign currencies and rise of the exchange rate.\u201d\u202f&nbsp;<\/p>\n\n\n\n<p>He said that \u201cthe government&#8217;s random behaviour has led to an imbalance in the general budget and an increase in the deficit. They should focus on investment, production, and export. The volume of imports should be reduced and localising production in Sudan should be prioritised, as \u201cthe country lacks policies protecting domestic industries,\u201d said Fathi.&nbsp;<\/p>\n\n\n\n<p>\u201cRecession and reduced household purchasing power are major concerns in the aftermath of the coup, and will likely drive Sudan\u2019s economic growth rate into negative territory,\u201d according to a report by the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-transparency-and-policy-tracker-report-calls-economic-situation-grim\" target=\"_blank\" rel=\"noreferrer noopener\">Sudan Transparency and Policy Tracker<\/a> published on February 20. The widening trade deficit is \u201cmainly due to a nearly fivefold increase in petroleum imports.\u201d&nbsp;<\/p>\n\n\n\n<p><strong>Military control<\/strong>&nbsp;<\/p>\n\n\n\n<p>As for the various amendments to laws by the Ministry of Finance earlier this month, lawyer Samir Sheikh Idris told Radio Dabanga that \u201cthe new authority over public money aims to give the military control over large parts of the Sudanese economy. In this way, the security and military companies are able to escape accountability.\u201d&nbsp;<\/p>\n\n\n\n<p>He wondered about \u201cthe purpose of making law amendments related to economic aspects at a time when a <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudanese-shrug-shoulders-at-political-framework-agreement-being-touted-as-end-of-military-rule\" target=\"_blank\" rel=\"noreferrer noopener\">final agreement<\/a> on power and wealth sharing and legal reforms between the military junta and the civilian opposition is to be expected soon.\u201d&nbsp;<\/p>\n\n\n\n<p>Idris said that the amendments \u201cwere engineered according to the will of the coup d\u2019\u00e9tat authorities to shape the future.\u201d\u202fHe explained that \u201cthe subordination of the General Audit Bureau to the Finance Ministry aims to evade economic accountability for companies related to the military and security apparatus.\u201d\u202f&nbsp;<\/p>\n\n\n\n<p>The lawyer did not rule out that the amendments were done to satisfy international financial institutions such as the International Monetary Fund to accelerate debt relief. The number of people in need of <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ocha-15-8-million-people-in-sudan-will-need-humanitarian-relief-in-2023\" target=\"_blank\" rel=\"noreferrer noopener\">humanitarian assistance<\/a> in Sudan will rise to 15.8 million in 2023, equivalent to about a third of the population, which represents an increase of 1.5 million over 2022, according to the United Nations Office for the Coordination of Humanitarian Aid (OCHA) in Sudan.&nbsp;<\/p>\n<div class=\"sws_supernormalaction\"><button on=\"tap:superwebshare-lightbox\"
