{"id":20030987,"date":"2023-02-27T17:32:52","date_gmt":"2023-02-27T16:32:52","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20030987"},"modified":"2023-11-02T11:21:07","modified_gmt":"2023-11-02T10:21:07","slug":"military-and-political-actors-comment-on-sudan-army-rsf-integration","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/military-and-political-actors-comment-on-sudan-army-rsf-integration","title":{"rendered":"Military and political actors comment on Sudan army-RSF integration"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-6c531013 wp-block-group-is-layout-flex\">\n<p style=\"font-style:normal;font-weight:600\"><strong>KHARTOUM &#8211; <\/strong><\/p>\n\n\n<div style=\"font-style:normal;font-weight:600;\" class=\"wp-block-post-date\"><time datetime=\"2023-02-27T17:32:52+01:00\">27\/02\/2023<\/time><\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>The deputy commander of the paramilitary Rapid Support Forces (RSF), Lt Gen Abdelrahim Dagalo, has denied rumours about possible clashes between the Sudanese army and the RSF.<\/strong>&nbsp;<\/p>\n\n\n\n<p>During an&nbsp;address to members of the RSF in Khartoum yesterday, he said: \u201cIt is impossible that our brothers in the army would raise their weapons against you.\u201d&nbsp;<\/p>\n\n\n\n<p>He reaffirmed that the RSF stands with the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-s-long-awaited-framework-agreement-signed-between-military-and-civilian-bodies\" target=\"_blank\" rel=\"noreferrer noopener\">long-awaited\u00a0Framework Agreement<\/a> signed by the military and over 40 parties in December last year. \u201cThe RSF wants one army and the reform of the military institution and its\u00a0position on this will never change.\u201d\u00a0<\/p>\n\n\n\n<p>The Framework Agreement puts emphasis on one national professional army, committed to the unified military doctrine and carrying out its duties in the framework of protecting the nation\u2019s borders and defending democratic civilian rule.\u00a0<\/p>\n\n\n\n<p>He stated that recent \u201csystematic media campaigns\u201d about imminent clashes between the two military institutions \u201caim to provoke the forces, tarnish their image, and affect their morale.\u201d&nbsp;<\/p>\n\n\n\n<p>The deputy commander pointed out that there are \u201crumours circulating in the media\u201d with the aim of&nbsp;weakening the&nbsp;forces, including reducing salaries. He explained that there are measures taken by the Ministry of Finance to govern public money and these procedures include all regular forces.&nbsp;<\/p>\n\n\n\n<p><strong>Ongoing dispute<\/strong>&nbsp;<\/p>\n\n\n\n<p>Abla Karrar, a leading member of the Sudanese Congress Party and the mainstream Forces for Freedom and Change, said that signing the Framework Agreement did not cause the dispute between the army and RSF. She stressed that the differences between the two parties began just after\u00a0the coup d&#8217;\u00e9tat they jointly staged on October 25, 2021.\u00a0<\/p>\n\n\n\n<p>The two parties have a <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/hemetis-speech-sparks-widespread-reactions-incl-speculations-about-the-saf-and-rsf-split\" target=\"_blank\" rel=\"noreferrer noopener\">long history of issues<\/a> with integration. In the\u202f<a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-constitutional-declaration-signed-sovereign-council-to-be-announced-in-two-weeks\" target=\"_blank\" rel=\"noreferrer noopener\">Constitutional Document<\/a> signed in August 2019 by the then ruling Transitional Military Council and the opposition Forces for Freedom and Change, it was agreed that both the Sudan Armed Forces (SAF) and the RSF\u202fwould fall under the command of the \u201cSupreme Commander of the SAF&#8221;. At the same time, the\u202f<a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/op-ed-the-constitutional-charter-and-the-future-of-sudan\" target=\"_blank\" rel=\"noreferrer noopener\">RSF would stay a force unto itself<\/a>.\u00a0<\/p>\n\n\n\n<p>In an interview with Radio Dabanga, Karrar&nbsp;said that the statements exchanged between the two parties are an attempt to put&nbsp;pressure on each other to improve their negotiating positions at the beginning of the security and military reform process.&nbsp;<\/p>\n\n\n\n<p>\u201cThe Framework Agreement provided a way for the military institution to exit from politics, security and military reform, and the integration of the [RSF and former rebel fighters] forces according to an agreed upon time matrix.\u201d&nbsp;<\/p>\n\n\n\n<p>She said that the issue of integrating the RSF into the army is one of the issues of security and military reform, although \u201cintegration alone will not lead to real military reform.\u201d&nbsp;<\/p>\n\n\n\n<p><strong>Imbalances in system<\/strong>&nbsp;<\/p>\n\n\n\n<p>There are major imbalances in the military system such as combat doctrine, empowerment, and admission to the Military College, according to Karrar. She stressed the need for admission to include all ethnicities and geographical regions.&nbsp;<\/p>\n\n\n\n<p>Legal expert Abdelahim El Nasri commented that Sudan is subject to Chapter VI of the United Nations statutes, which allows it to benefit from its capabilities to integrate armies in accordance with international standards.&nbsp;<\/p>\n\n\n\n<p>\u201cThe military institution will have to refer a large number of troops to retirement because they do not conform to the international standards for armies and ranks,\u201d he told Radio Dabanga. \u201cThe matter really needs an in-depth study.\u201d&nbsp;<\/p>\n\n\n\n<p>Lt Gen Yasir El Ata, member of the Sovereignty Council, said on Saturday that there is no respectable country with two armies, calling for the integration of the RSF and rebel movements into the Sudanese army.&nbsp;<\/p>\n\n\n\n<p>In a speech during a mass marriage ceremony in River Nile state, El Ata affirmed the army&#8217;s determination \u201cto integrate the RSF and the signatories of the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/juba-peace-agreement-sudan-signs-new-implementation-matrix\" target=\"_blank\" rel=\"noreferrer noopener\">Juba Peace Agreement<\/a> into the SAF.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cThe threat of owning a private army for personal and economic gains could lead to the collapse of the Sudanese state,\u201d he stated, and stressed the ability of the army \u201cto establish security and control any irresponsible acts.\u201d&nbsp;<\/p>\n\n\n\n<p><strong>Demobilisation calls<\/strong>&nbsp;<\/p>\n\n\n\n<p>The Sudanese Professionals Association (SPA), the driving force behind the December 2018 Revolution that led to the ousting of President Omar Al Bashir in April 2019, said that \u201cthe forces of the revolution call for the demobilisation of all militias,\u201d rather than&nbsp;their integration into the Sudan Armed Forces (SAF).&nbsp;<\/p>\n\n\n\n<p>Speaking to Radio Dabanga, SPA spokesperson El Waleed Ali stressed the need to set a law and controls for accepting recruits into the military according to specified conditions.&nbsp;<\/p>\n\n\n\n<p>Regarding the differences between the leaders of the SAF and RSF, he said that \u201cwhat unites the SAF and RSF commanders is greater than what separates them.\u201d&nbsp;<\/p>\n\n\n\n<p>He said that \u201cwhat unites them is the fear of accountability for crimes. In addition, they have common interests such as companies and institutions that are exploited for personal and regional interests.\u201d&nbsp;<\/p>\n\n\n\n<p><strong>Top-down issue<\/strong>&nbsp;<\/p>\n\n\n\n<p><em>Al Jazeera<\/em> Net reported on Saturday that these statements come amid reports of disagreements between SAF commander and head of the Sovereignty Council, Lt Gen Abdelfattah El Burhan, head of the Sovereign Council, and RSF commander and deputy head of the Sovereignty Council, Lt Gen Mohamed \u2018Hemeti\u2019 Dagalo.&nbsp;<\/p>\n\n\n\n<p>Sources reported last week that El Burhan intends to dissolve the Sovereignty Council and form a Supreme Council of the Armed Forces under his presidency, until <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-cc-sudan-final-agreement-imminent\" target=\"_blank\" rel=\"noreferrer noopener\">a final agreement<\/a> with the civilian opposition is reached on a new sovereign level and a new prime minister is appointed, with the aim of reducing Hemeti\u2019s influence.&nbsp;<\/p>\n\n\n\n<p>El Ata acknowledged the existence of a disagreement between the commanders of the army and the RSF, and not between the two forces, stressing that there would be no clashes between them.<\/p>\n<div class=\"sws_supernormalaction\"><button
