There were several sceptical reactions to the signing of the new Juba Peace Agreement (JPA) implementation matrix. Governor of the Darfur Region Minni Minawi\u2019s speech at the signing ceremony was criticised and described as \u2018useless\u2019 after he blamed the international community for the lacking JPA implementation.<\/strong><\/p>\n\n\n\n

Yagoub Furi, head of the Darfur Displaced and Refugee Camps Coordination, has expressed scepticism regarding the importance of the updated matrix for the implementation of the 2020 JPA that was signed on Sunday<\/a>.<\/p>\n\n\n\n

Speaking to Radio Dabanga, Furi attributed the non-implementation of the JPA to \u201cthe lack of real will and desire of the signatory parties\u201d. He referred to the fact that the Darfur displaced were not involved in the JPA, \u201cwhich is not surprising as they [signatories] are fighting for over chairs and abandoned the real issues\u201d.<\/p>\n\n\n\n

Blaming the international community and mediators is useless, he said, referring to statements made by Governor of the Darfur Region Minni Minawi.<\/p>\n\n\n\n

Furi called on the signatories, the Sudanese government, and the 14 rebel movements that make up the Sudan Revolutionary Front, \u201cto order their forces to stop killing, looting, raping, and otherwise assaulting the people of Darfur\u201d.<\/p>\n\n\n\n

Writer and political analyst Mohamed Hereika was also critical of Minawi\u2019s speech and described it as \u201cuseless\u201d.<\/p>\n\n\n\n

Minawi spoke about the \u2018international community’s failure\u2019 to fulfil the JPA and the absence of the\u202fUN Integrated Transition Assistance Mission in Sudan\u202f(UNITAMS) in the process.<\/p>\n\n\n\n

Hereika explained that the international community and UNITAMS supported and supervised the signing of the Framework Agreement<\/a> on December 5 last year.<\/p>\n\n\n\n

\u201cMinawi chose not to sign<\/a> the Framework Agreement, and before that, he rebelled against the international community by supporting the October 2021 coup, which he is still doing,\u201d he told Radio Dabanga.<\/p>\n\n\n\n

Tut Galuak, head of the South Sudanese team that mediated the peace negotiations between the Sudanese government and the Sudan Revolutionary Front, also holds the signatories to the 2020 Juba Peace Agreement responsible for the lacking implementation of the agreement to date, not the international community. <\/p>\n\n\n\n

During his address to the official\u00a0opening<\/a> of the workshop\u00a0last week, Galuak said \u201cyou\u00a0left the displaced<\/a>\u00a0and stayed in Khartoum\u201d.<\/p>\n\n\n\n

Last year, the displaced lamented that \u2018not even 1%<\/a>\u00a0of the Juba Peace Agreement\u2019 had been implemented. Little progress has been made since.<\/p>\n\n\n\n

Inability<\/strong><\/p>\n\n\n\n

Journalist and political analyst Ali El Dali said that \u201cthe inability to implement the matrix of the JPA was more than evident during the Juba workshop.<\/p>\n\n\n\n

\u201cThe JPA can only be implemented by a civilian government that is recognised by the international community,\u201d he said. \u201cThe military\u202fcoup d\u2019\u00e9tat of October 25 was the main reason for not implementing the original matrix.\u201d<\/p>\n\n\n\n

El Dali did add that \u201cmost of the provisions of the JPA need money, which can only be provided by the international community\u201d.<\/p>\n
