{"id":20028605,"date":"2023-02-06T13:04:44","date_gmt":"2023-02-06T12:04:44","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20028605"},"modified":"2023-02-08T14:50:35","modified_gmt":"2023-02-08T13:50:35","slug":"sudan-armed-forces-wont-protect-a-constitution-signed-by-10-men","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-armed-forces-wont-protect-a-constitution-signed-by-10-men","title":{"rendered":"<strong>Sudan Armed Forces \u2018won\u2019t protect a constitution signed by 10 men\u2019<\/strong>\u00a0"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-6c531013 wp-block-group-is-layout-flex\">\n<p><strong>KADUGLI \/ KHARTOUM &#8211;<\/strong><\/p>\n\n\n<div style=\"font-style:normal;font-weight:600;\" class=\"wp-block-post-date\"><time datetime=\"2023-02-06T13:04:44+01:00\">06\/02\/2023<\/time><\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>Member of the Sovereignty Council, Lt Gen Shamseldin Kabbashi, says that the Sudan Armed Forces (SAF) will not proceed with the Framework Agreement unless it is signed by a sufficient number of political parties and groups.<\/strong>&nbsp;<\/p>\n\n\n\n<p>In a public address attended by Radio Dabanga&nbsp;on Sunday, he said \u201cwe will&nbsp;not protect a constitution signed by 10 men.\u201d &nbsp;<\/p>\n\n\n\n<p>The speech was made during his visit to Kadugli, capital of South Kordofan. He said that the number of signatories of the Framework Agreement is not sufficient to solve the political crisis in the country, and stressed that the military cannot protect any constitution that is not in agreement with it. &nbsp;<\/p>\n\n\n\n<p>He also repeated the junta\u2019s commitment <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/breaking-sudan-military-withdraws-from-negotiations-leaves-opposition-to-form-govt\" target=\"_blank\" rel=\"noreferrer noopener\">to leave the political process<\/a> after a final agreement is signed and a new civilian government is formed. \u201cCertain circumstances require the armed forces to be a party to the current dialogue\u201d according to the lieutenant general.&nbsp;<\/p>\n\n\n\n<p>He called on the signatories of the Framework Agreement \u201cto open their hearts and accept others\u201d and added, \u201cwe refuse to let anyone hold up a red pen and determine who is allowed to come or not.\u201d He stressed that all citizens are equal in politics.&nbsp;<\/p>\n\n\n\n<p><strong>\u2018Anti-democratic behaviour\u2019<\/strong>&nbsp;<\/p>\n\n\n\n<p>Siddig Tawir, prominent member of the Socialist Arab Ba&#8217;ath Party and member of the Sovereignty Council during the government of PM Abdallah Hamdok (2019-2021), told Radio Dabanga that the Framework Agreement is \u201cunfortunately confined to certain groups within the Forces for Freedom and Change-Central Council (FFC-CC) and does not include resistance committees, families of protesters killed, and other revolutionary groups\u201d.&nbsp;<\/p>\n\n\n\n<p>The FFC-CC alliance that is coordinating the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/first-phase-of-lead-up-to-framework-agreement-concludes-in-sudan-capital\" target=\"_blank\" rel=\"noreferrer noopener\">current political process<\/a> maintains that <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-says-not-all-groups-are-entitled-to-sign-sudan-framework-agreement-sparking-criticism\" target=\"_blank\" rel=\"noreferrer noopener\">only certain parties are entitled to sign the Framework Agreement<\/a>. It refuses to \u201cflood the political process\u201d with parties that are not interested in democracy, such as the FFC-Democratic Block.&nbsp;<\/p>\n\n\n\n<p>He described Kabbashi\u2019s speech in Kadugli as \u201can expression of his anti-democratic behaviour\u201d, similar to El Burhan\u2019s \u201crepeated statements that aim to keep the army in an independent position, away from any civilian authority.\u201d&nbsp;<\/p>\n\n\n\n<p>According to Tawir, El Burhan and his colleagues are \u201chostile to the democratic transition and freedoms. The army generals will continue to put obstacles in the way to any civil democratic transition.\u201d&nbsp;<\/p>\n\n\n\n<p>Political scientist Salah El Doma called Kabbashi&#8217;s speech \u201ca whirlwind in a cup.\u201d Kabbashi&#8217;s statements are an attempt to obtain some commitments from the European and American international delegations that will visit Sudan soon, he said.&nbsp;<\/p>\n\n\n\n<p>He told Radio Dabanga that \u201cthere is no specific quorum that must be met in order for the number of signatures on the Framework Agreement to be&nbsp;sufficient.\u201d &nbsp;<\/p>\n\n\n\n<p><strong>South Kordofan<\/strong>&nbsp;<\/p>\n\n\n\n<p>Regarding South Kordofan, Kabbashi called on the Sudan People&#8217;s Liberation Movement-North under the leadership of\u202fAbdelaziz El Hilu\u202f(SPLM-N\u202fEl Hilu) to sign an agreement to stop hostilities in order to reach social peace in South Kordofan.&nbsp;<\/p>\n\n\n\n<p>He said that the government provided \u201ca gesture of love\u201d by allowing traffic to and from areas controlled by the SPLM-N El Hilu to deliver relief, referring to the government&#8217;s <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudan-s-two-areas-rebel-cease-fire-extended-till-march\" target=\"_blank\" rel=\"noreferrer noopener\">commitment to a cease-fire<\/a> in the region.&nbsp;<\/p>\n\n\n\n<p>Kabbashi, originally from the area of Delling, acknowledged the shortcomings of the government of South Kordofan and the security forces. Kabbashi said in his speech at the Kadugli Stadium that \u201csecurity has failed in the state.
