{"id":20026352,"date":"2023-01-19T09:21:00","date_gmt":"2023-01-19T08:21:00","guid":{"rendered":"https:\/\/www.dabangasudan.org\/?p=20026352"},"modified":"2023-01-24T15:01:03","modified_gmt":"2023-01-24T14:01:03","slug":"ffc-cc-sudan-final-agreement-imminent","status":"publish","type":"post","link":"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/ffc-cc-sudan-final-agreement-imminent","title":{"rendered":"<strong>FFC-CC: \u2018Sudan Final Agreement imminent\u2019<\/strong>"},"content":{"rendered":"\n<div class=\"wp-block-group is-nowrap is-layout-flex wp-container-core-group-is-layout-6c531013 wp-block-group-is-layout-flex\">\n<p><strong>KHARTOUM &#8211;<\/strong><\/p>\n\n\n<div style=\"font-style:normal;font-weight:700;\" class=\"wp-block-post-date\"><time datetime=\"2023-01-19T09:21:00+01:00\">19\/01\/2023<\/time><\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><strong>The Central Council of Sudan\u2019s mainstream Forces for Freedom and Change (FFC-CC) expects the signing of the Final Agreement and the formation of a new government within three weeks, following news of the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/first-phase-of-lead-up-to-framework-agreement-concludes-in-sudan-capital\" target=\"_blank\" rel=\"noreferrer noopener\">second preparatory dialogue<\/a> conference on (transitional) justice, which was scheduled last week.<\/strong><\/p>\n\n\n\n<p>The spokesperson for the Sudanese Professionals Association and member of the Executive Bureau for the FFC-CC, El Riyeh El Sadig, told Radio Dabanga that \u201cthere is a political will and seriousness from the involved parties to make the political process a success with the presence of international guarantors\u201d.<\/p>\n\n\n\n<p>He added that the dialogue conferences on the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/dialogues-between-ffc-and-military-over-sudans-thorny-issues-called-elitist\" target=\"_blank\" rel=\"noreferrer noopener\">remaining four issues<\/a> (justice, security and military reform, the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/juba-peace-agreement-to-be-signed-despite-rebel-holdout\" target=\"_blank\" rel=\"noreferrer noopener\">Juba Peace Agreement<\/a>, and eastern Sudan) organised by the signatories to the Framework Agreement will be concluded within two weeks.<\/p>\n\n\n\n<p>According to tEl Sadig, the roadmap for the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/first-phase-of-lead-up-to-framework-agreement-concludes-in-sudan-capital\" target=\"_blank\" rel=\"noreferrer noopener\">Conference on Justice and Transitional Justice<\/a> \u201chas been endorsed\u201d, and discussions will continue to take place after the government\u2019s formation, so that the \u201cnecessary steps and requirements\u201d are provided\u201d.<\/p>\n\n\n\n<p>On the issue of security and military reform, he said that it is both political and technical. The <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/sudanese-shrug-shoulders-at-political-framework-agreement-being-touted-as-end-of-military-rule\" target=\"_blank\" rel=\"noreferrer noopener\">Framework Agreement<\/a> mentions the merging of the various (para)military forces into one army, \u201cwhich needs a time map\u201d.<\/p>\n\n\n\n<p>He said that the case of <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/eastern-sudan-conference-concludes-but-not-without-criticism\" target=\"_blank\" rel=\"noreferrer noopener\">eastern Sudan<\/a> \u201cis not complicated and can be resolved quickly with the participation of the stakeholders\u201d. Adding that that its solution lies in Khartoum, due to the capital\u2019s politicians benefiting from \u201ccertain gains and political calculations\u201d, in turn complicating a comprehensive resolution for the region.<\/p>\n\n\n\n<p>Furthermore, arrangements are underway to address the contents of the 2020 Juba Peace Agreement (JPA) with the participation of the signatories (the member groups of the Sudan Revolutionary Front rebel alliance) and representatives of regional and international countries. Problems within the JPA\u2019s <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/eastern-sudan-nazirs-blame-peace-track-for-violent-clashes\" target=\"_blank\" rel=\"noreferrer noopener\">track protocols<\/a> have been chiefly concerned with the delay in security arrangements, and the formation of joint forces to protect civilians, as well as absorbing militias in the region, and disarming former rebel combatants.<\/p>\n\n\n\n<p>El Sadig maintained his optimism over the success of the conferences in addressing the remaining issues, \u201cespecially as they aim to integrate the views and contributions of the stakeholders\u201d. The organising committees will rephrase the outcomes legally and politically and incorporate them into the text of the Final Agreement.<\/p>\n\n\n\n<p>As for the refusal of Sudan Liberation Movement faction under the leadership of Minni Minawi (SLM-MM) and Jibril Ibrahim, the head of the Justice and Equality Movement (JEM) to join the current political process, he said that \u201cit cannot be justified, especially as they signed the Juba Peace Agreement with the government\u201d.<\/p>\n\n\n\n<p><strong>UNITAMS<\/strong><\/p>\n\n\n\n<p>Head of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS), <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/unitams-head-to-dabanga-political-forces-must-cooperate-to-avert-sudan-collapse\" target=\"_blank\" rel=\"noreferrer noopener\">Volker Perthes<\/a>, expressed his optimism on Tuesday about the joining of the signatory movements to the political process, referring to the SLM-MM and JEM, as it is in their interest to participate in a new government.<\/p>\n\n\n\n<p>In an interview with <a href=\"https:\/\/news.un.org\/en\/tags\/volker-perthes\" target=\"_blank\" rel=\"noreferrer noopener\"><em>United Nations Radio<\/em><\/a>, he said that the final stage of the political process is an \u201cimportant step in order to form a new civilian government with specific tasks\u201d.<\/p>\n\n\n\n<p>The new transitional government will have a limited and clear mandate that includes improving the current economic and social situation, implementation of the Juba Peace Agreement in all its dimensions, entering into negotiations with the non-signatory movements, as well as preparing for the elections.<\/p>\n\n\n\n<p>Perthes acknowledged that the <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/polemics-and-new-initiatives-continue-to-characterise-sudan-political-scene\" target=\"_blank\" rel=\"noreferrer noopener\">political process<\/a> is moving slowly, but on the right track. He denied growing opposition to the Framework Agreement, pointing to the increasing number of political and civilian groups that have expressed their wish to sign the agreement as well.<\/p>\n\n\n\n<p>He also denied the existence of any international pressure behind the political process, indicating that the international role is solely limited to encouraging the parties to <a href=\"https:\/\/www.dabangasudan.org\/en\/all-news\/article\/uk-special-representative-united-front-for-sudan-stakeholders-only-recourse-for-civilian-transition\" target=\"_blank\" rel=\"noreferrer noopener\">reach an agreement<\/a>.<\/p>\n\n\n\n<p>The UNITAMS head called for measures to rebuild confidence, especially allowing the right to peaceful demonstration without using violence against
