Abdullah Mursal, the rebel movement\u2019s official spokesman, said on behalf of the movement that the government&#8217;s rejection of the document will result in a return to war between the parties, unless the government meet the demands of the people of Darfur. The government delegation at the Doha negotiations had refused to consider the Heidelberg Document and even turned away a delegation of civil society activists who went to Doha to present the document to the negotiators for consideration.<!--break-->The Heidelberg Document is the outcome of the Darfur-Darfur dialogue, and was drafted in collaboration with Sudanese and foreign experts, the Institute for Peace Research at the University of Khartoum and the Max Planck Institute in Heidelberg, Germany. It contains draft proposals for a peace agreement for the seven year Darfur conflict.
