Members of the Implementation Follow-Up Commission (IFC) for the Doha Document for Peace in Darfur (DDPD) held an extraordinary meeting on June 4, 2013 in Doha, Qatar, to discuss the assassination of the leadership of the Justice and Equality Movement (JEM-Bashar) and measures to prevent the derailing of the peace treaty.<\/p>\n

IFC members, which were present at the meeting, include: Qatar, Chad, China, Egypt, France, Japan, Russian Federation, Sudan, United Kingdom, United States of America, UNAMID, African Union, United Nations, European Union, League of Arab States, Organization of Islamic Cooperation, Liberation and Justice Movement, and Justice and Equality Movement-Bashar.<\/p>\n

\u201cThe killing of Mohamed Bashar and his colleagues is not only an act of vengeance but a calculated and deliberate move to dissuade others who may be willing to join the peace process. They further condemned the violation of the territory of the Republic of Chad and the killing of Chadian citizens,\u201d they were quoted in a statement by Unamid.<\/p>\n

Mohamed Bashar, leader of a breakaway faction of JEM, his deputy, Suleiman Arko, and other colleagues were killed on 12 May during an attack near the Chad-Sudanese border. Conflicting reports surrounding the circumstances of the attack were issued by the mainstream JEM who are accused of carrying out the deadly attack, and the JEM-Bashar faction.<\/p>\n

JEM mainstream had also announced capturing members of the Bashar faction during the attack, and IFC members demanded their immediate release.<\/p>\n

Also in the meeting, IFC members expressed deep concern about the deteriorating security situation in Darfur and the scale of newly displaced persons by violence this year. They noted that the increase in violence in the region would adversely affect the implementation of the DDPD.<\/p>\n

They urged that JEM mainstream and all perpetrators of violence be held accountable and brought to justice. They further emphasized that there is no military solution to the conflict.<\/p>\n

The IFC members appealed to the parties to renounce violence and to commit to peaceful settlement without preconditions, and work towards a permanent ceasefire, and an inclusive and comprehensive agreement on the basis of the DDPD for which they reaffirmed their support.<\/p>\n
