Both President of Sudan Omar Al Bashir and President of Chad Idris Deby have agreed to send Darfuri envoys to meet with the armed rebel movements in Sudan in order to convince them to return for peace negotiations.<\/p>\n

Ali Karti, the Minister of Foreign Affairs said after President Bashir\u2019s meeting with President Deby in Addis Ababa on Thursday that there are signs indicating that a number of the movements which have not joined the Doha Peace Agreement of 2011 “is willing to return to the peace process.<\/p>\n

\u201cBoth presidents have thought of the practical issues for the return of these movements\u201d, Karti said on the sidelines of the 22th African of Union\u2019s summit on 30-31 January. However, the non-signatory rebel factions under the banner of the Sudan Revolutionary Front (SRF) have reiterated their absolute rejection of partial solutions. They have stressed a comprehensive solution, based on the vision of the SRF.<\/p>\n

Rebel groups unwilling<\/strong><\/p>\n

Jibril Adam Bilal, spokesman for the Justice and Equality Movement (JEM), told Radio Dabanga that any attempt to split the Sudanese issue by both Presidents is totally unacceptable for the movement and the SRF. \u201cIf they really want peace to address the root causes of the crisis, they should call all Sudanese to sit down to resolve them.\u201d<\/p>\n

The Sudan Liberation Army of Minni Minnawi (SLM-MM) has reiterated the rejection of any partial solutions, and confirmed that it does not accept any negotiating process or peace outside the framework of the SRF. Spokesman Abdallah Mursal told Radio Dabanga that Bashir and Deby\u2019s call for the movements to join the Doha agreement, is \u201ca split for the cause\u201d.<\/p>\n

In the beginning of December last year, the Unamid and the Intergovernmental Authority on Development (IGAD) organised a workshop aimed to draw the non-signatory rebel movements including the JEM and SLM-MM to the negotiating table. Both factions stated on January 1st that they \u201cwill only join the negotiations within the framework of the SRF and its allies of the National Consensus Forces (an alliance of opposition parties)\u201d.<\/p>\n
