It seems he is jealous of the opposition forces, because the Paris Declaration is preventing him from continuing to manipulate the political forces in the country.\u201d<\/p>\n<p>Nugdallah stressed that the speech confirmed that the National Intelligence and Security Apparatus (NISS) is ruling Sudan. \u201cPolitical decisions are made by a headstrong security apparatus, oppressing the population, and frustrating political developments. The NISS and El Bashir do not have any legal right to prevent NUP president, El Sadig El Mahdi, from returning to his country.<\/p>\n<p>\u201cAll in all the speech demonstrated again the barbaric mentality that governs us with iron and fire; that has led to the secession of South Sudan, the need to have foreign peacekeepers in Darfur and Abyei, and the issuance of UN Security Council Resolution 61 against Sudan.\u201d<\/p>\n<p><strong>Political parties exploited<\/strong><\/p>\n<p>Dr Ghazi Salaheldin El Atabani, the chairman of RNM, a new political party formed by NCP dissidents last year, called the speech of President Omar Al Bashir a \u201cnegative development\u201d.<\/p>\n<p>The president\u2019s address \u201cconfirmed the worst fears of the Sudanese people\u201d. \u201cThe National Dialogue was initiated for the interests of the ruling party only. The NCP will continue to follow its agenda without a real dialogue, and the April 2015 elections will be held on NCP\u2019s conditions for the sake of the NCP.
