The merchants asserted in a letter of complaint submitted to the South Darfur Chamber of Commerce, that since long they have been suffering from \u201ca multitude of fees, as well as from the collectors\u2019 unethical practices\u201d. \u201cWe have to pay more than six kinds of fees. Besides, there are collectors charging fees without presenting Form 15.\u201d Osman Yasin Mohamed, a retailer and one of the signatories of the complaint said in a press statement that administrative officers in charge had acknowledged that the administration is defective. \u201cSome former employees engaged in collecting fees outside the formal framework.\u201dMohamed also stated that collectors regularly impose fines on the shops and stores, wondering \u201cwhere the money collected as fines without presenting Form 15 goes to\u201d.
