</html><description>Employees in South Darfur have complained about the non-payment of their salaries for the month of October this year, accusing the state of withdrawing money from the budget and creating a shortage. The state government attributes the non-payment to a deficit in the state's budget of the first sector, which accounts for salaries and wages. Governor Maj. Gen. Adam Mahmoud Jarelnabi admitted that the payments of the monthly salaries are delayed, &#x201C;owing to a deficit of SDG5 million ($876,132) in the budget of the first sector&#x201D;. A number of employees, however, accused the government of transferring money out of the budget meant for salaries and wages, to administrative expenses such as fuel, travel tickets, and bonuses. One of the employees told Radio Dabanga that the state experiences &#x201C;a lack of earnings&#x201D;, which contributes to the shortages.
